The Constitution of the Autonomous Province of Silavere was created on 11th July 2022 by its government 4 days after its declaration of independence and proclamation as a Federal Republic which changed its regime to an Absolute Monarchy on the 13th July 2022. Then finally on the 17th of January 2023 the nation democratized to become a Executive Constitutional Monarchy. On 21st March 2023 the Silvanian Union joined the Kingdom of Salanda as an autonomous territory with its own local government, which later became an autonomous province.

Introduction
After its declaration of independence from Germany on 7th July 2022 as a Federal Republic, then reforming 6 days later to an Empire and then finally on 17th January 2023 to a Democratic-Socialist Union. The Emperor had the goals to become more recognized by other Micronations, so the country would be legitimate. The Emperor will welcome everyone regardless of skin-color, gender, ethnicity or religion, as he sees all people as the same. After the annexation is wants to strenghten its ties with other micros.
Article 1 The Culture of Silavere
The Autonomous Province of Silavere describes itself as province with no local culture. This that there will never be any restrictions against other ethnic groups or religions as the Autonomous Province of Silavere defines itself as an atheist province. The 7th July will be celebrated as a national holiday every year, as it's the independence day of the nation. The official languages of the empire will be German and English. As an official currency the province uses the Euro, but other currencies such as the US-Dollar and the British Pound can be used as well. The government won't enforce any laws to protect the culture of the nation, because there is no culture.
Article 2 Flag and Coat of Arms of the Autonomous Province of Silavere
The flag of the Autonomous Province of Silavere shall always remain Red with trees at the bottom and the social-demecratic / democratic-socialistic rose in the top left corner.
These colors represents the territorys landscape and its ideology. The flag ratio used for the design should be the 5:8 ratio. The coat of arms shall represent the same values as the national flag but in form of a shield, which represents the defense of these values.
Article 3 Government
The Autonomous Province of Silavere defines itself as a Constitutional Monarchy in which the Parliament holds the power.
The local Government and the Tepoelan will always listen to the problems of the citizens and will try to help them as best as possible, as their goals are a happy united nation.
The general elections are organised by the Kingdom of Salanda, the local ones by the local government itself.
Article 4 Capital of the nation
The capital of the Autonomous Province of Silavere should always be the city of Silavere, as it was the place where the first nation was proclaimed and independence was declared.
Article 5 Freedom of speech
The Autonomous Province of Silavere will always respect the freedom of speech, as well as support it.
It will always allow non-violent protests and will take any action possible if the freedom of speech can't be contained to ensure happiness and equality inside the territory.
Article 6 Education
Every citizen has the right to basic needed education. Examples for this are mathematics, German/English, history, geography, politics, biology, chemistry, physics and so on. It will be strictly forbidden to change this law, so education for everyone can be ensured. There will be no costs for the citizens, because education should be available for everyone for free. The only exception to this are students who study at universities. They have to pay the tuition fees themselves. The minimum age requirement is six years, but then you will be always able to get education. The education sector will be funded by the annual budget of the Autonomous Province of Silavere and the Kingdom of Salanda.
Article 7 Healthcare
The public healthcare will be managed by the health sector of the government as well as the Tepoelan. Its job is to make sure that every citizen can get access to free healthcare. The health sector shall be funded by the annual budget of the Autonomous Province of Silavere.
Article 8 Military
The Autonomous Province of Silavere will always believe in pacifism and will never have any military as this constitution forbids the province to maintain armed forces.
The only forces which are allowed are police forces to stabilize the province if it's necessary.
Article 9 Agencies
All agencies of the Autonomous Province of Silavere are operated by the Kingdom of Salanda.
Article 10 Treasury and Services
The treasury and the income from services, exports, as well as taxes shall be responsible and used for the economy and the budget of the Autonomous Province of Silavere. Its head shall be the Tepoelan and the Silaverian Parliament and it should be used wisely.
Article 11 Budget
The budget will be passed jointly by the Emperor and the Silaverian Parliament on each Independence day at the 7th July. If both of them fail to pass the budget, it will be passed as soon as possible to maintain a stable province. In case of an emergency the budget can be automatically added by the Emperor.
Article 12 Moral laws
Its moral laws are handeled by the Supreme Court of Salanda. There all law breakers will get charged for their crimes.
Article 13 Treasonous Crimes
● Leaking secrets about the Autonomous Province of Silavere and the Kingdom of Salanda to the public.
● Spying on the Government and selling secrets to the public.
● Breaking Article 5, 6 and 7, as they are important articles to establish equality, human rights and to protect its citizens.
● Violating Article 16 of the Salandarian Constitution.
Article 15 Punishments
All punishments are being handeld by the Supreme Court of Salanda.
Article 16 Citizenship
cited by Article 18 of the salandarian contitution: [Salandarian Citizenship is open to all who accept Salanda’s values.] People from other countries can [also] apply to be a representative of the Kingdom of Salanda [to other countries] if approved by the Kingdom of Salanda.
To become a citizen of the Kingdom of Salanda one must declare to protect and defend the Kingdom of Salanda whenever necessary or called upon by the Kingdom of Salanda and to respect by the laws and Constitution of the Kingdom of Salanda [this Constitution]. If they accept, they will officially have become a citizen of the Kingdom of Salanda.
Article 17 Treaties and Foreign Policy
The Autonomous Province of Silavere has full controll over its own foreign policy (according to the Annexation Treaty between the Silvanian Union and the Kingdom of Salanda) and will always respect all treaties and will only change its foreign policy if it is necessary.
Article 18 Changes to the Constitution
This constitution shall only be changed if the Emperor feels it is necessary. Everyone who edits this constitution must swear to preserve happiness and human rights to the people of this autonomous province. It will always protect the people who can't protect themselves.
Article 19 Protection of the environment
The Autonomous Province of Silavere recognizes the danger of the climate change and will always support the protection of the environment and will always try to be as friendly to the environment as possible, so that climate change can be stopped and the planet can be saved.
To enforce this the government will always:
● Invest in the building and research of renewable energy
● Grow new plans to encounter CO² emissions from the industry
● Help cleaning waters as best as possible
● Support companies who are willing to defend the envioroment
● Always think of new ideas to bring itself to produce zero-emissions
