Pavlovian Legislation

The Legislation in Pavlov is carried out via two primary modes. Acts of the Senate are passed by the Senate by majority voted and entered into law only after being granted imperial assent by the Monarch. Imperial decrees and edicts are issued unilaterally by the Monarch.

Acts

Acts of the Senate are laws passed by the Senate. They are the primary means of legislation and could overturn any other law (including previous Acts of the Senate) except for the Basic law and Imperial decrees and or edicts.

Enactment

Acts of the Senate are proposed by a Senator, after which they may be debated and amended. For an act to pass, 50% + 1 vote of all Senators must give their approval to the Act. It then passed on to the Monarch, who choses whether or not to grant Consent to the Act - if Consent was given, the Act becomes law by being publicized in the State Gazette.
