The National Council of the Democratic Union of British States is the national legislature of the Democratic Union of British States. Created by Article 1 of the Constitution, it has the authority to pass federal law on behalf of the entire Union by virtue of the "make and enforce" clause of the Union Constitution.

The legislature is unicameral, formed entirely of the House of Representatives, and, as a result, the terms "National Council" and "House of Representatives" are occasionally used interchangeably. The House of Representatives is currently led by the Speaker of the House of Representatives, James Frisch.

History

The National Council was created by Article One of the Constitution of the Democratic Union of British States, drafted during a constitutional convention held in the former territory of the Federal Republic of Whestcorea, now the Democratic Union. The Constitution was written with the tripartite doctrine of separation of powers between the executive, legislative and judicial branches in mind, and as a result the power to make law was divided between both the National Council (the only body that can actually pass legislation) and the Lord President (who can veto legislation provided the National Council does not have the two-thirds supermajority required to overturn such a veto).

Structure

The National Council's House of Representatives currently has one seat, which is held by Representative Horatio Eden of the Conservative and Democratic Party, who has held the seat since the Council's creation in December 2016.

The Council is re-elected once every six months under the Constitution, and, as a result, the next election for the House of Representatives will be held on the 23rd of June, 2017. The Early Elections Act amended the Constitution to enable a two-thirds supermajority of the House of Representatives to call an early general election of its membership. An early election of this nature resets the term of all members who are subsequently elected.

Responsibilities

All substantive legislation begins in the National Council; while the Lord President has the authority under the Constitution to pass executive orders for the direction of the various departments and federal agencies, they cannot pass laws unilaterally without National Council consent. Additionally, the National Council must approve of all selections for Department heads nominated by the Lord President.
