It was constituted under the National Titles Act of 2020 enacted on 13 September 2020, which allowed the state to bestow special titles on individuals on their depiction of the highest level of services and contributions to the nation and the crown. The title of "national artist" shall only be conferred on any individual who has made the highest level of contributions to the designing of the nation's national symbols, including the national flag, national anthem, national coat of arms, etc.

The title of National Artist is granted along with the following special renumerations:

  1. honorary or full citizenship of Vishwamitra (on the pleasure of the title-holder)
  2. a peerage within the nation
  3. membership to cultural institutions

The honorific title of National Artist has been conferred only thrice on three individuals for their highest contributions to Vishwamitra. Ștefan Marius Snagoveanu is the first-ever recipient of the title while Jayden Dagsa is the most-recent recipient of the title.
