The Civil Guards of Arlandica (CGA), commonly referred to as the Civil Guard (Cebuano: Gwardya Sibil), serves as the law enforcement agency for the Kingdom of Arlandica. Comprising civilian volunteers, the Civil Guards are individuals who willingly devote themselves to the service of the kingdom, maintaining law, order, and public safety. The establishment of the Civil Guard is outlined within Article 11 of the constitution.

In the event of war or other emergencies that pose a threat to the kingdom's security, the Chief of Staff of the Civil Guard, may declare the activation of the Civil Guard as a military force to assist in territorial defense efforts.

History

The Civil Guard was initially established on October 10, 2020, under the name "Defense Force," and it was directly under the control of the monarch. On December 2, 2021, King Jerold I appointed Jay Arce as the first Chief of Staff.

On May 23, 2022, the constitution of Arlandica was ratified, and a section within it outlined the formal establishment that provided a strong foundation for the agency. This section also renamed the "Defense Force" to the "Civil Guard." Since its establishment, the Civil Guard has been involved in several conflicts.

Organization

The monarch of Arlandica assumes the role of Commander-in-Chief of the forces, wielding the highest authority over all law enforcement units within the kingdom. They exercise control, command, and supervision over the Civil Guard, with the Chief of Staff of the Civil Guard being appointed by the Monarch based on the Parliament's recommendation.

The law enforcement agency is under the Ministry of Defense. This follows the tradition where the Chief of Staff or a high-ranking officer is appointed as the minister.

The Chief of Staff of the Civil Guard holds the top position within the organization, overseeing its activities, structure, and strategic planning. This position empowers them to appoint and remove officers and unit commanders. Any general is eligible for the Chief of Staff role. General Jay Arce currently holds the position of Chief of Staff of the Civil Guard.

Units

Currently, the Civil Guard consists of three small units, each comprising the Regular Forces, with a strength of around 5 to 6 personnel. Units may further be subdivided into groups, consisting of 2-4 personnel. Each unit is tasked with preserving internal security and enforcing the law within their respective areas of responsibility.

In the case of the Foreign Legion, this unit comprises only foreign volunteers with the same responsibilities as other units. They are allowed to join even though they do not possess resident or citizen status in Arlandica, as well as currently or formerly serving in their home state's armed forces or law enforcement.

Naval Service

The Arlandican Naval Service, also known as the Arlandican Navy, is a branch of law enforcement comprised of units and groups tasked with conducting naval warfare operations, marine, riverine, and coastal patrol missions within Arlandica's territorial waters, as well as ensuring the protection of the country's maritime interests.

Vice Admiral Vincent "VJ" Alvarez currently holds the position of the Commander of the Naval Service.

The unit commanders for these units are as follows, including groups under them:

Special Forces

The Special Forces is a unit and branch of the Civil Guard, serving as the special forces of Arlandica. It is seperated from the regular forces and was created on December 30, 2023, by Royal Decree No. 101 signed by King Jerold I.[1] The Special Forces is responsible for the invasion of enemy territory, destruction of critical enemy infrastructure, unconventional warfare, cyber operations including intelligence gathering and counterintelligence activities, and other special operations. Personnel for the Special Forces may be recruited from the units of the Regular Forces, including the Mainland and Overseas Security Units, as well as the Foreign Legion, and also from the units of the Naval Service.

The identity of personnel serving in the Special Forces is hidden to safeguard their security and maintain the effectiveness of their operations.

Recruitment

Recruitment within the Civil Guard is entirely voluntary, as the organization is composed solely of civilians. Any citizen or resident of Arlandica is eligible to become a civil guard. There is no age limit for those wishing to join, and individuals seeking to improve their skills can take part in annual exercises.

Role

The primary mission of the Civil Guard in the Kingdom of Arlandica is to safeguard public safety and uphold order within the kingdom's territory. Civil guards are tasked with maintaining vigilance and taking proactive measures to counter and address possible threats to the security and welfare of fellow Arlandicans. Their involvement in crime prevention endeavors is active, aimed at discouraging criminal actions and shielding the community from harm.

The civil guards ensure strict adherence to the kingdom's constitution, laws, regulations, and ordinances, promoting a fair and well-regulated society.

The Civil Guard maintains bases situated across various areas of Arlandica, other micronations, and the Philippines. These bases are serving as facilities for the personnel to fulfill various functions and purposes.

Equipment

The Civil Guard's equipment includes bastons, katanas, and bolo knives for close-quarters defense and control purposes. These weapons are commonly utilized by law enforcement personnel for non-lethal force.

However, it is believed that the Civil Guard is equipped with pellet guns and other improvised weapons. The Arlandican government officially restricts information about other weapons used by the personnel.

For the naval service, it only possesses small inflatable boats and does not have any medium-sized vessels.

Awards and decorations

Awards and decorations of the Civil Guard are honors that acknowledge service and personal accomplishments while serving as a member of the law enforcement force. Additionally, these honors extend to foreign leaders or officers who have provided assistance and support to Arlandica during times of conflict. The conferment of awards and decorations of the Civil Guard is carried out by the monarch.

The Medal of Loyalty and Valor (post-nominal: TYV) is conferred upon Arlandicans who display unwavering loyalty to the kingdom and demonstrate valor in the midst of danger and rebellion.

Arland Crisis Victory Ribbon

The Arland Crisis Victory Ribbon (post-nominal: ACI) is conferred upon individuals who participated in the Arland Crisis, a conflict that transpired between Arlandica and the now-dissolved Free Rendonese State. This crisis emerged when Jerold I of Arlandica declared himself the legitimate monarch, urging Suleiman to step down from the position of head of state. Additionally, Jerold I unilaterally suspended the Arlandic Agreement, which had rendered Arlandica a semi-independent puppet state. It was through Jerold I's efforts that the independence of Arlandica was ultimately restored.

Muskobina Standoff Victory Ribbon

The Muskobina Standoff Victory Ribbon (post-nominal: MFF) is conferred upon individuals who have expressed support and defended Arlandica's sovereignty and territorial integrity against Monzen's invasion attempts. The conflict, known as the Muskobina standoff (first phase: May 27, 2022 - January 14, 2023), entailed a confrontation between Arlandica and Monzen, led by Dictator Matthew De Villa.

Battle of Cataline Victory Ribbon

The Battle of Cataline Victory Ribbon (post-nominal: BCVR) is conferred upon Civil Guard personnel who have valiantly defended the country against the Republican Movement rebels. The battle took place from June 1 to 6, 2021, in the areas of Nueva Bago.

War in Jalaur River Victory Ribbon

The War in Jalaur River Victory Ribbon (post-nominal: JRVW) is conferred upon individuals who have helped, commanded, and served in the Coalition Forces, comprising the armed forces and law enforcement agencies of Arlandica, Hesminia, and the Begley Commonwealth. The War in Jalaur River broke out on January 19 - 24, 2024, after the Principality of Norgain launched a surprise attack; however, they were defeated after the Arlandican-Hesminian counteroffensive.
