The Royal Arlandican Intelligence Directorate (RAID), also known as the Directorate, and metonymously referred to as Sandakip, is the civilian intelligence service of the government of the Kingdom of Arlandica, operating under the Ministry of Defense. The RAID is responsible for conducting all criminal investigations, intelligence, and counterintelligence activities necessary for national security. It is headquartered at a base of the Civil Guards of Arlandica (CGA) known as Camp Santan, located in Lopez, Nueva Bago.
The RAID focuses on providing intelligence to the monarch, the parliament, and the cabinet. Its creation was authorized by Act of Parliament No. 35. Unlike the CGA, the RAID has no law enforcement function and is primarily focused on intelligence gathering, both domestic and overseas. The Civil Guard reports to the RAID.
History
It was founded as the Strategic Intelligence Group under the Special Forces branch of the Civil Guard on January 19, 2024, at the beginning of the War in Jalaur River. King Jerold I had been addressing the need for an intelligence agency since 2021 to support the operations of the Civil Guard in information warfare.
Arlandica has allegedly been sending spies and informants across chatrooms of several micronations and micronational organizations in the Philippines. However, the intelligence gathering was undertaken by the Civil Guard.
On August 16, 2024, Benz Gian Arellano proposed Act of Parliament No. 35, also known as An Act to Establish the Royal Arlandican Intelligence Directorate, which was approved by King Jerold I on the same day.
Structure
The Directorate is headed by a director appointed by the monarch. The Deputy Director, on the other hand, is appointed by the Director to assist in the leadership and administration of the Directorate. The Director and Deputy Director may be current members of the Civil Guards of Arlandica (CGA) or any citizen of Arlandica.
The Directorate has agents and informants. Agents are official members of the Directorate, tasked with gathering intelligence, conducting investigations, and performing other duties as assigned by the Director. Agents are composed of citizens and residents of Arlandica.
Informants are individuals who provide information to the Directorate but are not official members of the agency. They may include citizens and residents of Arlandica or foreign individuals who possess information relevant to the Directorate's operations.
The identities of agents and informants serving in the Directorate are hidden to safeguard their security and maintain the effectiveness of their operations.
The number of employees in the Directorate remains undisclosed.
Purpose
According to Act of Parliament No. 35, Sections 6 and 7, the primary role of the Directorate is to conduct all criminal investigations, intelligence, and counterintelligence activities necessary for the security and defense of Arlandica. Additionally, the Directorate is responsible for gathering, analyzing, and disseminating intelligence related to national security, foreign threats, and other matters as deemed necessary by the Ministry of Defense. This includes conducting undercover operation.
Relationship with other agencies
Civil Guards of Arlandica
The Directorate and the Civil Guard have a collaborative relationship, with the Directorate providing intelligence support to the Civil Guard. While the Civil Guard is responsible for law enforcement and maintaining public order, the Directorate supplies critical intelligence and conducts investigations that aid the Directorate in its operations.
Hopeful Morning Broadcasting Network
The relationship between the Directorate and Hopeful Morning Broadcasting Network (HMBN) involves the careful management of information. As a state-owned media outlet, HMBN may receive guidance from the Directorate on sensitive matters, particularly those related to national security, to ensure that the dissemination of information does not compromise ongoing intelligence operations.
The Directorate may use HMBN as a channel to communicate with the public, especially in situations where strategic information needs to be released to manage public perception or inform the public about security-related issues. HMBN is likely align its reporting with the national interests as outlined by the Directorate.
The Directorate may also monitor HMBN broadcasts and content to gather intelligence or assess how information is being received and interpreted by the public. This allows the Directorate to adjust its strategies in information warfare and public influence.
