The Arstotzkan Union Proper was the main state in the Arstotzkan Union. It was created on 5 October 2020 and became the main territory of the nation. It was the main body and house of all departments of the Arstotzkan Federal Government. Officially it became Arstotzka on 15 October 2020 with the adoption of the Land and Territories Act 2020 into law. On 30 November 2021, the name of the state was changed to Sostoyaniye.
In January 2022, the state had its final name change, with it becoming the Unified State of the Arstotzkan Union Proper along with an amendment to the Land and Territories Act 2020. In September, the state became the State of the Arstotzkan Union Proper under the control of the State Governor, who was a member of the Government of the Union.
On 31 December 2022, the First President and members of the Arstotzkan Federal Government left the state and unofficially dissolved the state. As per the Arstotzkan - New Zealand Agreement the state was handed back to New Zealand at midnight on 31 December. On 11 January 2023, the Land and Territories Act 2023 officially dissolved the state and the capital city of the Arstotzkan Union moved to Gollandiya Territory, where it is today.

Kholmistaya Tsep District
The Council Leader of Kholmistaya Tsep District was Tyler Brazier
- Region - Mayor: Tyler Brazier, named for it being part of the Commonwealth Defense Region. Also to honour those who paid the ultimate price in the Commonwealth - Empire War.
- Kholm - Mayor: Ethan Brinkman, named for Russian word for Hill.
Arstotzkan Capitol District
The Council Leader of the Arstotzkan Capitol District was Ethan Brinkman
- Kholm - Mayor: Ethan Brinkman, named for Russian word for Hill
- Capitol - Mayor: Ethan Brinkman, Capital City of the Arstotzkan Union.
- Chernobyl - Mayor: Zion Ormsby, named for the Chernobyl Program.
- Ormsby - Mayor: Zion Ormsby, named for Zion Ormsby, second First President of the Arstotzkan Union.
Union Central
The Council Leader of Union Central was Jack Miller
- Brinkman - Mayor: Ethan Brinkman, named for Ethan Brinkman, first First President of the Arstotzkan Union
- Los Centralos - Mayor: Jack Miller, named for being the center of the Union Proper
- Gedye - Mayor: Peter Gedye, named for Peter Gedye, first Second President of the Arstotzkan Union and longest serving President

The Council Leader of Judea was Joshua Smith
