Land and Territories Act 2023

An Act to reform the territories of the Arstotzkan Union into individual self governing states to allow for greater governance of the territories, and states. This Act shall also repeal the Land and Territories Act 2020 and shall dissolve the Government of the State and Territories of the Arstotzkan Union.

The Land and Territories Act 2023 was an Act of Assembly which better outlined the functions of the territories of the Arstotzkan Union reforming them into four different states. It began the 2023 State and Territorial Reforms, which were the biggest set of reforms of the Arstotzkan Union since the Federalisation of the Arstotzkan Union.

Following the dissolution of the Arstotzkan Union Proper on 31 December 2022, the Arstotzkan Federal Government had not worked out a way to properly run the territories. First President Ethan Brinkman announced his plans for reforms on 3 January 2023. He announced that four states should be made, one for different locations of the territories and that the territories elect their own state representative to the House of Representatives which would become the new authority. This was agreed to with overwhelming support in the Executive Committee. On 11 January 2023, the Land and Territories Act 2023 was announced to the public, completely changing how the territories were viewed. Some in the Arstotzkan Union disagreed with this as they saw this as a move by the Arstotzkan Federal Government to get a hold over the country.

In 2024, following the dissolution of the Executive Committee, the Office of the Presidency formed and passed the Union Constitution Act 2024. A new piece of territorial reform. It built on the reforms of the Land and Territories Act 2023 and reflected the new divisions of administrative areas that existed in the country by the end of 2023.

Contents

Section 1: Articles relating to the Land and Territories Act 2020

Article 1: This Act shall repeal the Land and Territories Act 2020 upon its assent by the Executive Committee.

Article 2: This Act shall enforce that Land in the Arstotzkan Union shall be seen as:

  • Territorial claims enforced by Section 1, Article 1 of the Constitution of the Arstotzkan Union, and;
  • Sovereign claims that inhabit areas formerly claimed by the Government (and Parliament) of New Zealand and;
  • Any land across the nation of New Zealand that is inhabited by a significant number of individuals seen as citizens of the Arstotzkan Union (pursuant to the Citizenship Act 2022)

Article 3: This Act shall dissolve the Congress of the State and Territories of the Arstotzkan Union.

Article 4: This Act shall dissolve the Government of the State and Territories of the Arstotzkan Union.

Article 5: This Act shall place Article 12 of the Land and Territories Act 2020 into this Act.

Article 6: This Act shall enforce that Territories of the Arstotzkan Union shall be seen as:

  • An area of land that is inhabited by citizens (pursuant to the Citizenship Act 2022 and Civil Protection Act 2021) of the Arstotzkan Union, and;
  • An area of land seen as of national significance to the Arstotzkan Federal Government and or the Office of the Presidency of the Arstotzkan Union, and;
  • An area of land seen as of national significance to the People’s Armed Forces of the Arstotzkan Union for the protection of the state and national security of the Arstotzkan Union and New Zealand, and;
  • An area of land seen as required to be a part of the Arstotzkan Union to allow for bettering the sovereignty of the Arstotzkan Union.

Section 2: Articles relating to the Arstotzkan States

Article 1: This Act shall establish regions known as Arstotzkan States.

Article 2: The Arstotzkan States shall be the:

  • Northern Arstotzkan State, and;
  • Eastern Arstotzkan State, and;
  • Central Arstotzkan State, and;
  • Southern Arstotzkan State.

Article 3: The states shall inhabit the following areas pursuant to this Act;

Article 3a: The Northern Arstotzkan State shall hold the territories of:

  • Severyanin Territory
  • Tsentral'naya Territory

Article 3b: The Eastern Arstotzkan State shall hold the territories of:

  • Gollandiya Capitol Territory
  • Skandinaviya Territory
  • Kholmistyy Rayon Territory
  • Shotlandiya Territory
  • Privetstvennaya Bukhta Territory
  • Severnyy Territory
  • Severoamerikansky Territory

Article 3c: The Central Arstotzkan State shall hold the territory:

  • Angliyskiy Territory

Article 3d: The Southern Arstotzkan State shall hold the territories of:

  • Yuzhnaya Zemlya Territory
  • Angliya Territory

Article 4: State Representatives shall be elected by the Territorial Commanders of the States to represent the state in the House of Representatives of the Arstotzkan Union.

Section 3: Articles relating to the House of Representatives of the Arstotzkan Union and other Areas of the Arstotzkan Federal Government

Article 1: This Act shall reform the House of Representatives of the Arstotzkan Union and remove the duties of:

  • Supreme Legislator of the House (also referred to as House Pro Tempore)
  • Supreme Legislator of Civil Law
  • Supreme Legislator of Military Law

Article 2: This Act shall create the duties of:

  • State Representative for the Northern Arstotzkan State
  • State Representative for the Eastern Arstotzkan State
  • State Representative for the Central Arstotzkan State
  • State Representative for the Southern Arstotzkan State
  • Speaker of the House of Representatives (also to be referred to as President pro tempore of the House of Representatives)

Article 3: This Act shall allow the Executive Chairman of the Federal Assembly of the Arstotzkan Union to amend and/or change laws created by the Second Session of the Federal Assembly of the Arstotzkan Union and the Third Session of the Arstotzkan Federal Congress and House of Representatives.
