The Congress of the State and Territories of the Arstotzkan Union, also known as the Territorial Congress was the unicameral legislative body of the Government of the State and Territories of the Arstotzkan Union (Government of the Union).
Since the uniting of the Territories in 2020 and 2021, the Arstotzkan Federal Government has had the legislative power over the territories and state. Until the proper uniting of the state and territories under the Government of the Union on 12 September 2022.
On 4 November 2022, the Congress signed into power the United Governance Act 2022, which gave the Congress and Government near complete power over the territories and state.

History
On 8 July 2022 the Congress of the State and Territories of the Arstotzkan Union was formed. It was formed as the legislative body of the Government of the Union. For much of its life it was under the direct control of the Federal Assembly however was independent of it. On 4 November 2022 the Territorial Congress passed the United Governance Act 2022 which gave the Congress and Government sole power over the territories, and made it fully independent of the Federal Government.
Three days later, following the successful invasion of Rat Island, the Arstotzkan Union and the Congress passed the Division of the Krysinyy Ostrov Territory Act, also known as the Rat Island Act.
