The United Governance Act 2022 was a landmark Act of Congress that granted the Congress of the State and Territories of the Arstotzkan Union stronger authority in regard to territorial and state matters, relieving much of the power from the Federal Government. It is the first ever act of congress created outside of the Federal Government and by a territorial entity.
Following the dissolving of the Arstotzkan Union Proper, the Government of the Union did not know how it would continue to function and neither did the Federal Government. On 5 January 2023, the First President convened the Executive Committee to reform the Territories. On 11 January 2023, the Land and Territories Act 2023 was passed and it united the Territories into 4 states dependent on their geographic location.
The Act also dissolved the powers of the Government of the Union and its entities and reformed the House of Representatives to be made up of the elected state representatives.

The Act is short but the Congress has announced it will be lengthen when required.
Section 1: Articles relating to the dissolving of the Council Registration
Article 1: This Act will terminate the office of the District and Council Command Authority for the Unified State of the Arstotzkan Union Proper
Section 2: Articles relating to the powers of the Congress of the State and Territories of the Arstotzkan Union
Article 2: This Act establishes the governmental powers of the Congress of the State and Territories of the Arstotzkan Union.
Article 3: The Congress shall have power to act in a manner consistent with the powers of the Federal Assembly (as described in Article 2 of the Arstotzkan Statute on Government Systems)
Article 4: Congress will not have the power over military operations in the Greater Arstotzkan Union that requires authority from the Executive branches of the Arstotzkan Federal Government.
