The Arstotzkan Capitol District was one of the main Regions in the state of Unified State of the Arstotzkan Union Proper. The region was considered by many the home of the upper echelon of the Arstotzkan Union as it is home to members of the Arstotzkan Federal Government.

- Capitol is the Capital City of the Arstotzkan Union and holds the houses of all sectors of the Arstotzkan Federal Government
- Kholm
- Kholm is a city on the Kholmistaya Tsep Hill Range. The city is named after the Russian name for Hill.
