The Leader of the House of Councillors, or more formally the Leader of the House in the House of Councillors (Hindi: पार्षद सभा में नेता सदन) is a senior member of the Cabinet of Vishwamitra who is responsible for planning and managing the government's legislative program in the House of Councillors. The post is also the leader of the majority party in the House of Councillors who acts as the government party chairperson in the house. The role is always held in combination with a formal cabinet position, usually by a senior member of the cabinet. The counterpart of the Leader of the House is the Leader of the Opposition in the House of Councillors.
The current Leader of the House in the House of Councillors is Senior Minister Michal Nowacki, 1st Duke of Stettin who was appointed on 27 December 2021. The current Deputy Leader of the House is Finance Minister Charles Burgardt, 1st Count of Suffolk who was appointed on the same day as well.
Role and history
According to constitutional convention, the government is formed in the House of the People and the Prime Minister is usually a member of the House of the People and thus is the Leader of the House of the People. The Leader of the House of Councillors has duties and privileges that parallel those of the Prime Minister, in that they have overarching responsibility for all policy areas and acts as the government's principal spokesperson in the upper house.
The position of Leader of the House of Councillors does not have a constitutional basis, but has existed since the constitution of the House of Councillors in 2021. Because government is formed in the House of the People rather than the House of Councillors, there is no guarantee that the Leader of the House will be drawn from the largest party in the House of Councillors. Unlike the Prime Minister, there is no requirement for the Leader of the House to command the confidence of the chamber. It is not a cabinet post in its own right, and the holder of the office has always held at least one ministerial portfolio and is usually held by the senior-most cabinet minister who is a member of the house.
The inaugural office-holder is Michal Nowacki, 1st Duke of Stettin, who was appointed on 27 December 2021 and is also the Senior Minister and Minister of Defence.
