Forestrian monarchy is a form of government where all executive and judicial powers are held by the monarch. Some times the monarch also holds legislative powers, although there is a legislature and it controls the right to declare war and make the tax. Typically, the ruler of an absolute monarchy has all the power of the state and the courts, although some absolute monarchies may have some degree of devolution. Generally, the lords are considered the Governor of a state and may create state legislatures.
