The Council of State, also known as Statsrådet, was established on 1 January 2024 by a charter signed by King Albert (now King Baudouin) to replace the Privy Council that had been in place since 2015. Statsrådet serves as the main advisor to the King and screens legislation before it is signed by the King, and meets to discuss ways for the country to develop.
History
The Statsrådet was established on 1 January 2024 at the request of King Albert (now King Baudouin). He derived the idea of the Council of State from Denmark, and the King ordered it to function as it had always done in Denmark.
The Statsrådet first met on 8 February 2024 to consider the annulment of the diplomatic alliance between Queensland and New Capanesia. At that time, the Statsrådet was acting in place of the House of Commons during the recess of the First Parliamentary Season. Since then, the Statsrådet has been acting as an advisor to the King and to help scrutinize any legislation submitted by the House of Lords and Commons for the King's approval.
Role
The Statsrådet was established to perform the most important function of advising the Supreme Head of the State:
- Advisor to the Supreme Head of the Nation in important cases of state affairs as in the case of negotiations to establish diplomatic relations, negotiations to suspend diplomatic status.
- Advisor on proposals for closing the parliamentary session or opening the parliamentary session or dissolving Parliament.
- Advisor on granting royal assent to parliamentary bills or draft royal decrees.
- Advisor on the appointment of Governor of Crown dependencies and overseas territories
- Advisor regarding the decision to declare war
- Advisor on important charter matters issued during the Privy Council period and is responsible for considering various charters proposed by the Charter Review Committee.
- Advisor on the consideration of acts in Crown dependencies and overseas territories submitted for consideration to request royal assent.
Members
The majority of Statsrådet members are positional as specified in the charter and only 3-4 are appointed by the King at his pleasure. There are currently 10 Statsrådet members:
