The Mercian Parliament Cabinet is comprised of nobles of the Mercian Parliament House, as appointed by the Lord Temporal, to run the administrative regions alongside him. The term of the Mercian Parliament Cabinet is 4 months.

1st Cabinet - Duchess Hewitt
The Duchess Hewitt Cabinet was the first of the Mercian Parliament cabinets. Formed before political parties, it had no such affiliation, although it had prominent Justinian Theodorists and the founder of Cassidyist Theodorism in its ranks.

2nd Cabinet - Marquis Cassidy I
The first Cabinet where the Lord Temporal occupied a position outside of his executive duties, the Marquis Cassidy Cabinet introduced politicians from Mercia's diverse historical past and brought them back to prominence. Marquis Cassidy's first term saw expansive developments in a diplomatic foreign policy and a general restructuring and cementing of Mercian institutions, structures and entitlements. The first Cassidy Cabinet was, once again, a nonpartisan government.

3rd Cabinet - Marquis Cassidy II
It was under Marquis Cassidy's second term as First Minister that many provisions for the transition to partisan democracy in Mercia were made, despite initial concerns. The 6th December 2014 Partisan Democracy Act is ultimately one of the lasting testaments of this term, alongside the promulgation of basic human rights laws and a proper legal precedent for the hierarchy of the nobility. Also of note is the law allowing for the creation of trade unions in Mercia.

Interim - Absolute Rule by the Lords
As laid out by the 6th December 2014 Partisan Democracy Act, after the end of Marquis Cassidy's second term there was two months where Mercia was ruled absolutely by the Diarchy. Further provisions were made for the onset of representative democracy in this time, such as the reform of government ministries and enshrining the government's cabinet into law.

4th Cabinet - Baron Ó Cathail I
The Baron Ó Cathail Cabinet was the first such cabinet to emerge after a democratic and partisan election took place in Mercia, where Baron Ó Cathail's own National Liberal Party won six of the eleven seats available. The Ó Cathail Cabinet was also the first Mercian Cabinet appointed by the First Minister himself instead of by the Lords. Over the course of the government's five month tenure, New Israel was relinquished as a territory of Mercia, the civil service was expanded and reformed, and diplomatic ties were formalised with several nations. Baron Ó Cathail became directly accountable through First Minister's Questions, making that term of Parliament the first with a dedicated question time. It was also the first Parliament with an official opposition, in the form of the Humanist People's Alliance, who formed a shadow cabinet and proposed several bills, most of which passed thanks to Baron Ó Cathail's support for cross-party co-operation.

5th Cabinet - Baron Ó Cathail II
The National Liberal Party was re-elected with seven out of eleven seats in Parliament in the November 2015 election, after Parliament was dissolved in October by the Lords. This renewed Baron Ó Cathail's mandate, and allowed him to form another cabinet. The Baron Ó Cathail II Cabinet was the first cabinet in which all members were from one party, as the Convener of the Crossbenches, a neutral figure, had held the Culture portfolio in the last cabinet. It was the second cabinet to emerge from a democratic election.

During this term, the government of Baron Ó Cathail replaced weekly meetings with a scheduled system where debates were assigned to certain days, culminating with FMQs on Sundays. Below is a timeline of the Baron Ó Cathail II Government.
- 21 November: The 21 November Office of the Deputy First Minister Bill is presented to Parliament and is later passed, though the First Minister does not subsequently appoint his deputy.
- 19 December: The Cabinet approves the appointment of the brehons of all gorsedhs.
- 13 January: The Declaration of Sovereignty and Wurtige Referendum Bill is presented to Parliament for debate.
- 17-24 January: Voting on the Declaration of Sovereignty and Wurtige Referendum Bill results in the bill's passing.
- 12-14 February 2016: Referendum on Wurtige Empire membership. Campaign led by Baron Ó Cathail advocates an exit from the Empire, with 93% of voters supporting an exit.
- March 2016: Petition to the Lords from all party leaders regarding amending the Partisan Democracy Act is submitted and later ratified.
6th Cabinet - Earl Eden I
Following the May 2016 election, a hung parliament emerged in Mercia, with the NLP losing their majority. Baron Ó Cathail resigned as NLP leader, and indicated his intention not to continue on as First Minister. On 21 May, Earl Eden narrowly won the vote for First Minister on a technicality, his party holding a minority of seats (triggering the Mercian Constitutional Crisis) in the opening session of Parliament. He announced his cabinet later the following week.

7th Cabinet - Baron Whyatt I
Following Earl Eden's no confidence dismissal, Baron Whyatt was elected First Minister by majority of House Vote. The Baron's government is notable for having an extreme number of cabinet reshuffles, with 5 ministers either resigning or being moved to different ministries over the course of the term. The early successes of the government, which included the creation of a judicial convention and a bi-quarterly census, were gradually undermined by a resurgent National Liberal Party and by growing fractures between the People's Democratic Party and the Green Socialist Party, which led to the Vote of No Confidence in Baron Whyatt's Presidency on the 28th August.

8th Cabinet - Palatine-Viceroy von Uberquie I
Following Baron Whyatt's no confidence dismissal and the collapse of the People's Democratic Party, Palatine Viceroy Newton von Uberquie was elected First Minister by majority of House Vote, promising to bring back the spirit of cross-partisan cooperation that was a touchstone of the preceding Ó Cathail governments. To this end, the Palatine-Viceroy's Cabinet included MPs from the Green Socialists, the National Liberals and the United Future Party, which was formed by former People's Democratic MPs.

9th Cabinet - Executor-Viceroy Eden II
Following the temporary cabinet of Palatine-Viceroy von Uberquie, the Mercian September Election of 2016 returned the NLP to government with a 1 seat majority - matching the record for largest majority in the Mercian Parliament House. Executor-Viceroy Eden was thus appointed First Minister. However, circumstances during his term meant that inactivity once again became rife and little was achieved during his second tenure. Officially, however, his cabinet remained in office for a record 6 months due to this technicality and a failure for Mercia to organise free elections.

10th Cabinet Palatine-Viceroy von Uberquie II
After a 5 month period of inactivity in the Eden cabinet, the Mercian Lords opted to allow a non-democratic emergency government to form under the leadership of Palatine-Viceroy von Uberquie in order to revive Mercian activity. Such cabinet was formed by von Uberquie retaining the measure of cross-partisanism present in his first cabinet.

11th Cabinet Duke Edward Nathaniel Manfred de Caville I
After a 6 month period of inactivity in the previous cabinet, the Mercian Lords opted to allow a 2nd non-democratic emergency government to form under the leadership of Duke Edward Nathaniel Manfred de Caville in order to revive Mercian activity and organise fresh elections. Such cabinet was formed by de Caville retaining the measure of cross-partisanism present in the former cabinet.

After just over 2 months of Emergency Government the de Caville was able to successfully call open elections where the NLP headed by de Caville won 61.5% of the vote allowing him to form a government on a platform of radical conservative reform.
