A Semi-Constitutional Monarchy or Semi-Absolute, is a form of Government which most often is a combination of Constitutional monarchy and Absolute monarchy, which means that the Monarch has broad powers in the field of executive, legislative and judicial power, similarly to an Absolute monarchy, however, his power is subject to partial limitations resulting from the Constitution and the will of the people, which is characteristic of a Constitutional monarchy. In a semi-constitutional monarchy, the Monarch has a wide range of powers, including political and decision-making, but exercises this power only partially, most often in contacts with the Parliament or with the citizens themselves through frequent referendums or a Government advisory system. Despite restrictions from the nation or government, the monarch can still make many key decisions on his own. Examples of UN member states using this system or similar principles (formally as a Constitutional monarchy) are Jordan[1] and Morocco[2].

Very often it formally takes the form of a constitutional monarchy with unique forms of power. One of the branches of semi-constitutional monarchy is Novaksism, developed by Fabian I of Buddendorf.
Novaksism
is a system and at the same time an ideology developed by Fabian I in 2024. officially exists and is practiced in the Kingdom of Buddendorf, formally as a Semi-Constitutional Monarchy. Novaksism contains elements of Absolute and Constitutional monarchy. Despite its broad competences, the monarch's power is subject to constitutional limitations related to running a system of public consultation, in which citizens regularly have an influence on state policy through the organization of referenda and individual consultations with the monarch. The system involves cooperation between the monarch and society, who responds to and analyzes social problems together with citizens and the parliament. Nowaxism itself in Buddendorf took on a libertarian form as an ideology that formally takes into account citizens and their needs as one of the elements of power that influences the decision-making process of the Monarch and the Government. Novaksism widely promotes individualism, private property, free market and individual freedom as the superior value in accordance with the libertarian idea, however, unlike most libertarian trends, Nowaksism perceives the desire to limit power gently and not oppressively, Novaksism believe that power is the superior element that builds, supports and connects society , but it should not penetrate into the private life or property of citizens, leaving them room for decision-making.
