The Republic of Todia (Catalan: República de Todia) is a self-declared sovereign state, commonly know as a micronation by external observers and also known as Todia (TD). Todia is located in Europe, landlocked within Italy. Todia is a Presidential Republic under a non-partisan democracy.

The official language in Todia is Catalan. Apart from Catalan, English, Italian, Russian and French are recognized as regional languages, with English and Italian being the most used ones, and their usage is permitted in the government . Todia can be considered either a Catalan and an Italian micronation.

The Republic is governed under a presidential republic under a non-partisan democracy, the president leads the government and is the head of state. The president is the most important political figure and is elected directly by the citizens every 10 years.

The Republic of Todia is an observer of the Pacific Association of Micronations, a provisional member of the League of Independent Nations and was a member of the defunct Union of Peace. Todia scores a 3.8 on Daniel's Scale of Micronational Seriousness, a 3.2 on David's Micronational Potential Index, and a 4.0 on the Categoric-Gradial System of Classification.

Etymology

The name Todia comes from the Super Mario caracter Toad, the favorite caracter of the founder of the nation Christian Laudani.

History

Pre-Todia era

On the 31st of October 2019, the current President of Todia Christian Laudani founded the Republic of Christiania, a micronation based on the current Todian territories. The concept at the base of the project was to create an independent entity, which could represent and protect the citizens of Christiania. The Republic was later dissolved on 31 December 2021, by order of the Governor, and the foundation of a new country subsequently started.

Emergence of Todia

The foundation of the new country was inspired by European microstates as Andorra, Liechtenstein, Monaco and San Marino, meanwhile the form of government was inspired by non-partisan republics as Micronesia, Nauru and Palau. The name "Todia" was inspired by the Super Mario character Toad. The Provisional Transition Council, began writing the constitution on February 2022 alongside with the Civil Code. On 14 April 2022, the Provisional Transition Council has announced the ratification of the Declaration of Independence and of the Constitution.

Early and modern history

Todia was formed on 24 April 2022 by the current President Christian Laudani.The first days of the Republic were dedicated for the division of the territory, which resulted first in three counties (later renamed districts) and one Province. The city and administrative center was settled in City of Todia. The subsequent months were dedicated to the establishment of diplomatic relations with other sovereign states. Todia has established its first diplomatic relations on 8 June 2023 with Principality of Sancratosia and continued to establish diplomatic relations with several nations. In May 2023 the country started using Catalan as sole official language. In June 2023 Todia became a member of the OMENU and a provisional member of the League of Independent Nations, meanwhile in July 2023 the President Christian Laudani sent a letter to Molossian President Kevin Baugh, which resulted into the establishment of informal friendship relations between Todia and Molossia

Geography

The Republic of Todia is situated at an elevation of 400mt on the sea level. Situated at 20 km from the Ligurian riviera, the Todian climate is a typical meditterean climate with temperatures that in summer (2022) can reach even 40 degrees and in winter -5 degrees. Near Todia various animals can be seen like Grey-Doves and Sparrows, also sometimes snakes can be seen. Todia is joined to the central-western section of the European continent by the Alps. Due to its position, it constitutes a bridge between Europe and Africa. Todia has a prevalence of hilly areas (41.6% of the territory) compared to mountainous areas (35.2% of the territory), or flat areas (23.2%). The Todian soil today is the result of anthropization and is partly mountainous, partly hilly, partly volcanic, partly endolagunar with bumps, polesine, islands, dried up by reclamation.

Time

Todia is geographically located in the Central European Time Zone and observes summer time (daylight saving time), from the last Sunday in March to the last Sunday in October. States within the CET area switch to Central European Summer Time (CEST, UTC+02:00) for the summer.

Administrative divisions

Todia is composed by one province, which is composed by three disticts:

The districts and the province are directly controlled by the central government but have regional offices which take care of local infrastructure and elections.

Todia has claimed a territory in Antartica which is governed as a Special Administrated Overseas Department:

The capital city City of Todia is located in the District of Northern Todia.

Cities (ciutats)

The most populous settlements of each district (City of Todia, Novotodivsk and Llibertat) are called cities.

Ajuntaments

Todia has a total of five ajuntaments spread all over the country. The District of Northern Todia comprhends the following ajuntaments:

The District of Central Todia comprhends the ajuntament of Ruva, meanwhile the District of Southern Todia comprehends the ajuntaments of:

Government

According to the Constitution, Todia is governed under a Unitary presidential republic under a non-partisan democracy, with the President, Christian Laudani, as head of state and head of government. The executive power is exercised by the Vice President as the head of government, who presides over the Presidential Council, alongside the President and the High Councellor.

  • The prerogative to propose and promulgate laws belongs to the General Assembly, the unicameral legislature of Todia, which has the power to modify current laws and approve and propose new laws. This shared legislative power is also applied for every revision of the Constitution.

Ministries

The current ministries of the government of Todia include:

  • Office of the Vice President
  • Ministry of Culture and Education: responsible for promotion, protection and dissemination of culture, historical heritage, art, books, reading and literary creation, promotion of language and Catalan culture, checks the right-duty of citizens to attend compulsory schools and also for organizing various culture related activities. The Ministry protects the state schools and university in the country.
  • Ministry of Environmental Policies: responsible for the protection and safeguarding of the environment and natural resources.
  • Ministry of External and Regional Affairs: responsible for the maintenance of diplomatic relations between Todia and governments and international organizations. It is also responsible for the protection of regional minorities.
  • Ministry of Finances: responsible for expenses, revenues and the national budget. The National Bank of Todia is managed by the Minister of Finance.
  • Ministry of Internal Affairs: responsible for maintaining internal matters and internal security.
  • Ministry of Communications and Broadcasting: responsible for maintaining the national broadcaster RAT and phone and internet lines.
  • Ministry of National Defense: responsible for protecting the citizens, the national infrastructures and territorial integrity. The Todian Police Force and the Border Patrol are part of the Ministry of National Defense.
  • Ministry of Social Affairs: responsible for providing welfare programmes for socially abled, promote social justice and equity, welfare of women and child and the LGBT community.
  • Ministry of Sports: responsible for maintaining and administering sports related activities.

Law and order

Todia hasn't an army and the only authorities which protect the citizens are the Todian Police Force, which deals with both online crimes and crimes that occur on the Todian soil, and the Todian Border Control, which protects the border at the checkpoint in Las Llacunes. As one of the safest micronations in Europe, an army wasn't established.

Todia recognizes unilaterally all the micronations which adhere to the declarative theory of statehood (every state that have a defined territory, a permanent population, a government and the capacity to enter in relation with other micronational states) is de facto recognized by Todia.

Currently Todia maintains diplomatic missions in the United States, Indonesia, the Netherlands, Poland and Italy.

Todia is a signatory of the Wrythe Convention, Edgebaston Convention and of the Montediszamble Convention.

The Republic of Todia is a member of the OMENU, the Microitalofonia, the Union Against Micronational War and the International Aerospace Community, a provisional member of the League of Independent Nations and an observer of the Pacific Association of Micronations.

Economy

Taxes

There is no income tax on citizens in Todia. A 15% VAT tax is applied for most of the products, meanwhile a 10% VAT tax is applied on basic necessities products.

Currency

The official currency is the Todian Franc (Tfr) was introduced in 2022. Due to geographical proximity with Italy, the Euro (EUR) is accepted in payments alongside the US dollar.

Post

The Post of Todia is the Todian governmental agency which offers postal savings products, logistics, financial and insurance services throughout Todia. The Post of Todia is responsible also for the emission of postage stamps.

The culture of Todia is closely linked to Italian, Ukrainian, Russian and Armenian culture because of the variety of cultures present in the country.

Sports

The national Todian sport is swimming, practiced all over the year except winter.

Flag

The flag is composed by three horizontal stripes: the first stripe is white, and symbolizes neutality, the second stripe is red, and symbolizes the blood which was poured out by the ancestors for the acquisition of independence and the last stripe is blue, and symbolizes peace among all the citizens.The national animal is the bear, which is also featured in the coat of arms.

Media

The Republic of Todia has a national on-demand and live service which operates on YouTube. The official state-owned television network is the Todia Broadcasting Company (previously called TCTV) that broadcast on YouTube [2]. TbcFM (Rat Ràdio) is the state-owned radio service operated by Radiodifusió Todiá.TbcFM available worldwide for free on Zeno FM.

Museums

On 24 June 2022, the 2 months anniversary of the Republic of Todia, the first museum of the country was created, the Museum of the Car Model with over than 400 car models from all over the world was opened in City of Todia. The president at the grand opening said: "This is the first step to create an incredible cultural developement in Todia".

Transports

Currently Todia is connected by its Tramway that connects all the cities in the country with a total of four lines. The first line,the Line 1, was inaugurated on 18 May 2023 by the President, who also presented the project and the rolling-stock of the Line 2, that has been opened in June. The Autoritat de Transport de Todia is the responsible and the owner of the tramway and the bus network of the country.

On 1 January 2023 the Ministry of Transportation has founded TodiAir, the flagship airline of Todia. TodiAir will operate from the Todia International Airport, which shares its runaways with the Albenga Airport located in the Province of Savona, Italy.
