The Emperor of the Empire of Ela'r'oech (EMP. ELR) is the head of state and head of government of the Empire of Ela'r'oech. The Emperor directs the executive branch of the federal government and is the commander-in-chief of the Elarian Armed Forces.
The power of the Emperor or monarchy in general has grown substantially since the first King of Ela'r'oech, Charles Madgett, took office in 2020 initially. While imperial power has ebbed and flowed over time, the Emperor has played an increasingly strong role in Elarian political life since the beginning of the nation. In contemporary times, the Emperor is also looked upon as one of the micronational world's - specifically the Bayou Sector's - most powerful political figures as the leader of the Empire.
Charles Madgett is the 1st and current Emperor of Ela'r'oech, having assumed office on March 3, 2022.
History
Charles I was the first and third ruler of Ela'r'oech before becoming first again after the nation reformed into the Holy Elarian Empire. His reign started on 11 August 2018 de facto but started on 25 August 2020 de jure. On 25 August 2020, he created a parliamentary system, which contained no representatives for the first few weeks. His residence was established as the capital city of Da'a'ck. The Dictator was also working as a member of parliament in the Principality of Runnymede at the time. During this period, he established an Elarian-Runnymeden space program, which led to the creation of a space alliance between the nations.
On 1 October, he began to go door-to-door asking non-citizen residents of Ela'r'oech and asking if they would like to apply for citizenship, he gained over 10 residential citizens that day and established the "Door-To-Door Citizenship Legislation", a collective set of laws that would allow members of parliament and the dictator to go door-to-door in their areas informing people of Ela'r'oech's existence and asking about citizenship applications. He is also responsible for the victory of all of Ela'r'oechs conflicts and wars. He has gained the support of many throughout separate micronations, and there have been Elarian movements in his name or support. Most of the citizens in Ela'r'oech are very much in support of Charles, as is the media.
On 29 April 2021, Ela'r'oech engaged in its first elections, mainly to put a Prime Minister into office and also fill up the vacant parliamentary seats. The Prime Minister elected was Christoph Billung.
Throughout September 2022, Elarians as a whole would become more aware of its ties to other nations. Many ethnic Elarians were in micronations such as Zeprana and Pontunia, this would make the increasingly more moderate pundits to become suddenly more radical as they would begin negotiations to annex both nations. Additionally, the start of a possible Elarian Commonwealth began to be in discussion; an organization where it's member states would name Charles the King of their micronation. It was eventually decided that the nation would use a new constitution to help define territories and federal powers, specifically to the Parliament, Prime Minister, and Deputy Prime Minister. This would also be extremely influential in the Rhode Island Sector, as Zepranan officials and Elarian officials worked together in order to form one massive micronation which all ethnic Elarians could reside in. The monarchy gained support from the Opposition in Zeprana as Anthony Ramirez would win the Prime Minister elections the day after they began. Over 40% of all votes came from citizens most active in claimed territories. This was the highest rate of territorial citizens voting compared to online voting in around a year.
In October 2022, Ela'r'oech would increasingly grow more isolationist as it began to go to local citizens rather than using the Discord Server. Additionally, in October there would be many referendums regarding the state of the nation. Overall, not much would change in this month.
Since November 2022, Ela'r'oech has been working on rebuilding it's federal departments. This would lead to the founding of the Department of Foreign Affairs and Probable Cause to World Peace, or the Department of Foreign Affairs, and multiple national defense departments, specifically relating to the creation of the Elarian Emergency Alert System. It would also begin working on repairing it's relationship with the Kingdom of Pontunia, however, issues began to arise following the start of the 2022 Bayou recession, wherein multiple Elarian companies would shut down. Also in November, the first federal elections for Chancellor and President were held, with local elections for the Representative-Member of Parliament (R-MP) for Doyle being elected as well. Additionally, there were many debates during the election.
Office details
Incumbency
There are no term limits or expiree date for the Emperor of Ela'r'oech. Charles is expected to serve as Emperor until he passes.
Political affiliation
The Emperor is historically known as a mostly center-to-right office. At most, some authoritarian measures have been taken to ensure the stability of both the office and nation, such as in the Ela'r'oech Monarchy Power Dispute. However, legally the Emperor is not allowed to serve under any party. He has, however, historically endorsed some individual candidates for the Prime Minister - which office is now known as Chancellor - such as Andrew Perdomo or Christoph Billung.
Residency
The Emperor formally and informally resides in the main residency of the office of Emperor, Trailblazer Residence in the Rana state in Ela'r'oech. Informally, he has lived in the Emperor Uncle's home which has since been declared the 'summer home.' Additionally, the Emperor will often visit his 'retreat residency,' which is on the same property as the Trailblazer residence.
Influence
Historically, the Emperor has always held influence over not just the politics of Ela'r'oech but also the culture and other aspects of the nation, including the way some companies conduct themselves. Contemporarily, the Emperor not only serves as the only member of the Federal Election Committee - though one should note there are election committees in local territories as well - but also serves as a moderator for the debates between potential candidates of federal offices which would serve alongside him.
House
The House of Madgett is the ruling house of the Empire of Ela'r'oech, the Kingdom of Alaria, the Kingdom of Distonia and other Elarian territories. It has ruled over most of its realms for many years. It also holds influence over the entire Bayou Sector, including nations which the Bayou Sector holds influence to a degree. The House of Madgett has established influence as well as multiple spheres of influence. Charles I, the Head of the House, is Emperor of the Empire of Ela'r'oech. Aidan I, the Prince of Bushia, was later aided by Charles to create the Principality of Bushia as he was also named Prince of Lateritia, allowing him into the House of Madgett by proxy.
The third generation would begin after Charles was able to reform the Kingdom of Ela'r'oech into the Empire. In September 2022, he began to name some personal and political friends titles which would by proxy expand the royal family and House of Madgett. This included Aidan I and Anthony I as Anthony was able to be named Prince of Alaria now as it had been annexed by the Empire. This would allow him to become a member of the House.
For the first time in history, the house has also named some servicemen and bodyguards, first starting with a friend of the Emperor in late August 2022. In September 2022, Caiden I would also be joining the house by proxy as he received his title of Prince of Naga.
Pets
The Monarchy is also known for it's pets, who have semi-famous status in the Empire. Emperor Charles has had numerous pets throughout his time in office. Some of the most notable include Milo and Ladybird, the latter of which was deemed a protector of the Empire. In total, Charles has had three pets throughout his terms in office. Aside from the pets who are the monarch's, the monarch's family has multiple pets, including an estimation of 7 felines. Interestingly, Stellar - the first Imperial pet - was a 'Christmas present.'
Notably, there are some pets which are not considered 'imperial pets' but still are pets of the Monarchy. This is usually referring only to Prince, who served himself as the leader of a simulationist micronation told by Charles known as Dogostan in 2020. Upon Prince's death, he was posthumously deemed an official imperial pet.
