The Elarian Emergency Alert System (EEAS) is a national warning system in the Empire of Ela'r'oech designed to allow authorized officials to broadcast emergency alerts and warning messages to the public via social media, radio, and OTT streaming.
The EEAS became operational on 23 October 2022, after being written into existence by the Emperor as part of the new Department of Defense. The system is primarily designed to allow the Emperor of the Empire of Ela'r'oech to address the country via all radio and television stations in the event of a national emergency. In practice, it is used at a regional scale to distribute information regarding imminent threats to public safety, such as severe weather situations (including flash floods and tornadoes), MSWs, and other civil emergencies.
Technical purpose
Messages in the EEAS are composed of six parts: an encoded alert header, an attention signal, an audio announcement, and a digitally encoded end-of-message marker, along with a ticking middle banner displaying details regarding the alert, and a bottom header displaying the type of alert or emergency.
Types of messages
Version 1 (referred to as V1 Alerts) is used for non-emergency use. Despite this, it is still part of the Elarian Emergency Alert System and will be labelled as such in usage. Version (referred to as V2 Alerts) is used for municipal and federal weather emergencies. This includes tornadoes, hurricanes, thunderstorms, and heavy rain fall. Version 3 (referred to as V3 Alerts) is exclusively for federal defensive emergencies, such as government shutdowns, announcing a state of war, a national manhunt, and more.
All of these system usages will have a top header saying "Elarian Emergency Alert System." Below it will be a middle blinking header with details regarding the situation. Below the middle header will be a static bottom header. For Version 1, this header will say "Civil Alert." For Version 2, this header will say "Weather Emergency." For Version 3, this header will say "National Emergency Alert."
Limitations
The main limitation of this system is that due to OTT Streaming being the main source of Elarian media, unlike the American cable system, it is unknown how many Elarians will see an EEAS if it is conducted as it is sent through radio. To attempt to circumvent this, the Elarian government has stated that they will also use the EEAS on their Twitter, Discord Server, and YouTube, in an attempt to ensure all Elarians will see the alerts.
Examples
Of usage
There has been only one official usage of the system since its launch.
- On 23 October 2022, ironically the same day the alert system initially launched, there was a V3 Alert due to the ongoing flu season and recent outbreak of an unknown viral infection in Mainland Ela'r'oech. Regions which were given warnings to wear masks included Mainland Ela'r'oech, Alaria, Distonia - mistakenly referred to as "Neo-Alaria," a name which was retired in August 2022 - and the Militia Lands. It should be noted that the system was not made as a result of this alert, rather it was announced the day prior.
