Since its creation on June 19, 2020, the Empire of Thebes has had twelve provinces, ten of them current, and ten territories, four of them current.
The Provincial and Territorial Systems
In Thebes, there is a specific system to creating provinces or territories. When land is annexed, it immediately becomes a territory. Territories do not have any standards that they need to meet, and do not even need capitals. A specific type of territory is a Protected Territory, of which there have been two in Theban history, and one currently. When a territory is annexed, the king decides whether or not to make it a province. Provinces must have a capital and must be large enough for a person to stand on. If no consuls object, the province is created. If a consul objects, then a vote is held. Votes can also be held to merge provinces and cede provinces or territories to other countries.
