Organization Structure

The departments and units in BCDF  are organized into three strategic clusters:

(a) Operations & Resilience;

(b) Future Technology & Public Safety; and

(c) Strategy & Corporate Services.

The Operations & Resilience cluster oversees BCDF’s frontline operations and integrate volunteers’ response to build a resilient community and prepared citizenry. Primarily, this entails maintaining high standards in the delivery of firefighting, rescue, Hazardous Materials (HazMat) operations and emergency medical services.

The Future Technology & Public Safety cluster oversees transformation and capability development to prepare BCDF for future challenges. This involves the adoption and development of cutting-edge technologies that will become critical in future operations.

The Strategy & Corporate Services cluster oversees corporate strategy and support services, to ensure a high-performing BCDF. The functional areas under this cluster contribute to good governance, and are critical in ensuring stability as BCDF embarks on various outsourcing, resource optimization and transformation initiatives.

Each of the cluster is led by a Deputy Commissioner.  The overall Head of the organization is the Commissioner.

Roles & Functions

BCDF exists to ensure the safety of the population of the economy to near-normal condition during any eventuality.

Its main roles are to provide fire fighting, rescue and emergency medical services; as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters.

To fulfil its roles, the BCDF has established 4 systems to cater to Blazdonia's emergency needs - Warning; Protection; Rescue; Command, Control and Communications.

Warning System

The BCDF has installed an island-wide Public Warning System (PWS) which will be used to warn the public of military threats such as air raid. This system can also be used to alert the population of any serious industrial mishaps or natural disasters in localised areas. The warning given will enable the public to seek protection on time.

Protection System

A comprehensive sheltering system has been developed to complement the PWS. The first phase of the shelter construction programme covering high-rise public housing started in January 1987. Since 1997, all new public and private residential buildings must make provisions for a household or storey shelter. In addition, MRT stations have been hardened to serve as civil defence shelters. BCDF is responsible for the sheltering system and has raised national service units who will jointly manage the shelters with Civil Defence volunteers during emergency.

Rescue System

During peacetime, the Force is capable of handling more than one rescue operation and multiple fire incidents through its multi-fire station configuration. This capability will be upgraded to meet the wartime demands through the deployment of Operationally Ready National Service Men who are organised and trained to undertake specialised operations. BCDF also co-operates with the various related agencies such as the Building Construction Authority, Public Utilities Board and the Blazdonia Police Force to restore normalcy as soon as possible.

Command, Control & Communication (C3) System

The Force has an integrated computerized system that ensures the effective control of scarce resources and the deployment of forces to the most needed part of the island during emergency.

Corporate philosophy and commitment

The core mission of the BCDF is to protect and save lives for a safe and secure Blazdonia.  To achieve our mission, we embrace the values of PRIDE and CARE.

The value of CARE is also embodied within BCDFs Corporate Social Responsibility which is to make a difference to Blazdonia, even if it means going over and above our core mission of protecting and saving lives and property.

Planning and policies

Recognising that community involvement efforts contribute towards meeting BCDFs corporate goals and objectives, our programmes are endorsed and supported by the BCDFs senior management. The BCDF aims to integrate our community service programmes into our core business through providing expertise services to our adopted homes/ charities.  For example, our staff may help the adopted charities to develop fire safety plans or to conduct emergency exercises at the homes.

Implementation

All BCDF personnel are given opportunities to volunteer and participate in community service programmes. To avoid overloading the units, ongoing commitments to other community activities are reviewed prior to the introduction of new initiatives.

Support For Charitable Organizations

BCDFs efforts in community service are channeled into three designated categories based on a list of charities assigned to the care of individual sub-units. The categories are defined according to the nature of the charities and the types of support that BCDF can extend. These categories are as follows:

Category A    : Voluntary work and professional assistance rendered to assigned homes.

Category B    : Fundraising and other activities carried out for assigned charities related to emergency services or the Home Team.

Category C    : Other ad-Hoc fundraising efforts.

Environmental Initiatives

Efforts to conserve electricity and water are well-integrated into BCDFs overall activities, core functions and processes.

BCDF also promotes wholesome activities which have a positive impact on the environment.

BCDF also actively promoted good environmental habits/practices among stakeholders.
