The National Congress of the Erusian National Communist Party is the biannual general conference of Erusian National Communist Party and, arguably, the single most powerful political institution in the Democratic People's Republic of Erusia. The National Congress is the highest organ of authority in the ruling Communist Party and all other institutions - including it's powerful Central Committee and other principle organs - answer to it's supreme authority. The Congress convenes twice every year (at the moment once in February and one in August) and, in order to ensure maximum attendance for each Congress, they have traditionally been held online and follow on from the January and July Local Party Congresses, respectively.

Overview

The National Congress is, theoretically, a general assembly of all members of the Erusian National Communist Party who have not been barred for an outstanding breach of Party discipline. In practice, after the 2nd National Congress in December 2008, only around three-quarters of all Party members have been allowed to attend Congress sessions.

The chief function of the National Congress is to add to, or even completely change, the Party Line and redefine the official policies of the Communist Party. It is the responsibility of the Congress to draw up a six-month general framework to determine what kind of policies the Party will pursue over the course of the next government, what kind of legislative items it will introduce and so on. As such, any major shifts in domestic - and sometimes foreign - policy are only possible when the Congress is in session, with top Party officials being bound to work within the framework the Congress has established for them. Unlike meetings of the National People's Assembly of Erusia, where decisions have almost always been been made before hand and voting is a simple formality, the Congress is believed to be a truly open platform for free debating and deliberation on various items. At the 4th National Congress, a resounding seven hours was set aside purely for policy and legislative debating, accounting for nearly a third of the time the Congress was in session.

The National Congress is also the single most important time in the Erusian calendar with regards to political advancement - events of the Congress have the capacity to make or break an official's micronational career in Erusia. Although changes in State offices happen all year round, the Party mass promotes it's officials at each National Congress in order to ensure a smooth transition of power between officials. Major promotions - appointments to the three principle organs - are awarded via Democratic Centralism. The Congress elects a General Secretary and a Chairwo/man, and then proceeds to appoint officials to the remainder of the Central Committee, the Central Discipline Commission and the Central Advisory Committee. Other national promotions are usually at the discretion of the old or the new Central Committee, who review recommendations made to them by other organs and institutions, whilst local promotions are made in the preceding month by the Local Party Congresses.
