The Executive Presidential Order 0001 or Executive Presidential Order on the Reforming of the Command and the Structure of the Arstotzkan Union Defense Forces (October 2021) was the first Executive Presidential Order from the current First President. This order completely reformed the Arstotzkan Union Defense Forces. Prior to this there were 4 branches, the Arstotzkan Union Army Corps, the Arstotzkan Union Navy, Arstotzkan Union Air Force and the Arstotzkan Marine Corps. After the reform, the only remaining branches are the Arstotzkan Army Corps and the Arstotzkan Navy (now Arstotzkan Navy Corps).

The structure of the People's Armed Forces has remained the same since its implementation, however a few things have changed since its adoption. The Arstotzkan Union Internal Security Force, formerly known as the Arstotzkan Union Reserve Force was created on 28 September 2022. This changed around a few regiments in the Arstotzkan Army Corps to fit the new branch.

Name changes were implemented as well, with AUDF Army and Navy being renamed back to the Arstotzkan Army Corps and Arstotzkan Naval Corps accordingly.

The Executive Order, authored by the First President Kommondant Ethan Brinkman of the Gollandiya Territory and proposed by Commander Liam Huxley of the Tsentral’naya Territory, outlines significant changes to the structure of the Arstotzkan Union Defense Forces (AUDF).

The proposal calls for the disbanding of several branches and regiments within the AUDF, including the Arstotzkan Air Force, the Arstotzkan Marine Corps, and the Arstotzkan Army Corps, which is to be renamed as the Army. The proposal also includes the reformation of the 1st, 2nd, and 3rd Regiments, and the Naval Defense Fleet, which is to be renamed as the Navy.

The order also outlines a comprehensive restructuring of the rank system within the AUDF, replacing the existing ranks with new ones, ranging from Kommandant of the Arstotzkan Union Defense Forces (O-7) to Recruit (T-1).

In place of the disbanded units, the proposal introduces new structures within the Army Corps and Naval Corps. The Army will now consist of three regiments: a Home Based Regiment, an Attack/Offense Regiment, and an Air Regiment. Each regiment will be composed of various battalions, each with its own specific roles and responsibilities.

Similarly, the Arstotzkan Naval Corps will be restructured into three fleets: a Home Fleet, an Attack/Offense Fleet, and an Air Arm. Each fleet will consist of various squadrons, each with its own specific roles and responsibilities.

The proposal also introduces changes to the Police Service and the Arstotzkan Border and Embassy Service, outlining the specific commands and responsibilities of each service.

The changes and additions outlined in the proposal are subject to further reforms, expansions, downsizes, etc. as deemed necessary. The First President and Commander have expressed their intention to implement these changes in the near future.

In addition to the restructuring of the Arstotzkan Union Defense Forces (AUDF), the Executive Order also provides details on the concept of Specialties. These are not official structures, but rather a way to recognize and utilize specific skills within the AUDF. For instance, individuals trained in Engineering are not part of a separate group, but their skills are recognized and can be called upon for specific scenarios, such as a natural disaster requiring air support. This applies to all battalions, including the 3rd Regiment, where individuals can be assigned to a primary battalion as needed, but can be reassigned for operational purposes.

The order also outlines changes to the structure of the Arstotzkan High Command. The High Command will have authority over the AUDF and will establish a new branch known as the Arstotzkan Public Safety & Protection (APSP). The APSP will head the Arstotzkan Police Service (AUPS), the Arstotzkan Border and Embassy Service (ABES), and the Arstotzkan Federal Intelligence Agency (AFIA).
