A Regent of Galte or simply a regent is the occurence of there being a non-monarchical head of state of the Principality of Galte in absence of the monarch. The governing period of a regent is called a regency. The provisions of regency is constituted in chapter 4. and article 13. in the Constitution of Galte, sections 3–7. A regent is regarded as exercising the sovereignty of the crown, however may not be regarded as the holder of the crown. During a regency, the Prince is still regnant and sovereign but his powers in entirety are delegated to the regent.

Galte has for the most of its time since secession from the Kingdom of Atiera on 24 August 2021 been ruled under regency. Most recently, Galte has undergone a regency since 19 March 2022 under Chris Ramsay following about a month since the cessation of the former regency of Carson, Count of Equitas. Since 13 May 2022 the regency of Chris was expanded to include the two other members of the Cabinet of Ministers who were suspended from their ministerial positions and elevated to form a Regency Council. The Regency Council is currently incumbent.

Occurrence

A regency occurs when the present monarch is not of an age prescribed by law. In that case, the regent is appointed by consensus of the cabinet of ministers. As of January 2022 there is no fixed law providing an age above which a monarch is eligible to rule alone. A regency may also be triggered by the monarch being otherwise declared "incapable of serving", either by legislative supermajority for which is needed the unilateral consent of the cabinet, or by the monarch announcing so themselves. In the case of the monarch being declared incapable of serving, it is provided for the cabinet of ministers to elect or acknowledge a regent. If that doesn't happen, the incumbent minister-president may assume regency during and past their term of office.

Prince Michael declared to the cabinet of ministers in session on 24 October 2021 his incapability of serving, creating the question of who would be his regent. After moving through a few options, namely king Charles and William Cooper; then Minister of National Security Carson Snyder was nominated and agreed upon by the Minister-President and the Prince. With no opposition, the cabinet reached consensus and subsequently announced in a decree-like resolution on 31 October the appointment of Mr. Snyder as the nation's indefinite head of state.

Rule

The rule of the Count of Equitas, just shy of four months was the first time a regency had been initiated. Carson's regency began on 31 October 2021 and ended on 19 February 2022 under Princely Decree IV-2022. It was essentially an effective co-rule of the Prince and the Regent, who in opposition to the constitutional provisions defining regency both exercised the powers of the Crown through issuing decrees and such. On 25 December the Prince entitled the Regent to the style of Count of Equitas which he has held since. Under his regency, Count Carson reformed the statutes of the Order of Galte and oversaw reform of citizenship and naturalization laws, introducing a minimum age requirement for overseas or extraterritorial citizenship and the requirement of mandatory renewal for those eligible; he oversaw the abolishment of the Chamber of Deputies and its subsequent reform to the Citizen's Council.

During the month long cessation of regency between 19 February and 19 March 2022 had occurred the abolishment of the previously established Citizen's Council in light of the passage of the Direct Democracy Act of 2022. The second bi-annual election thus only concerned the election to the office of Minister-President in which the incumbent Marquess of Otium was the only one running, though reluctantly. He stood unopposed and won, technically by default, formally by gaining a vote majority. Prince Michael, whose constitutional duties it was to officiate the reappointment of Chris and his cabinet, remained out of the picture the following week after the election, causing the cabinet to deliberate over whether it was or was not in power. Concluding that it was technically the acting executive of the realm, it opted again to appoint a regent. During conversation, the Prince briefly returned to give his approval. The Cabinet faced a dilemma as with who to appoint, caused by every cabinet minister except for Larry pitching themselves willing to do the job. Chris appointed himself as regent of Galte on 19 March 2022, as per provisions in the constitution. Subsequently he set out to approve his own election for Minister-President and formally reappoint the ministers.

Rule

Chris ruled alone between 19 March and 13 May 2022 as head of state and government. Under his rule he oversaw the creation of the Unification Committee and elaborated upon the establishment of Galte's jurisdiction under the Joint Heraldic Authority, appointing himself as Regency Herald of Arms on 12 May under Decree IX-2022. At Chris' behest, he proposed the dissolution of his government and elevation of his ministers, the Count of Equitas and the Baron of Waterview, to an equal status as co-regents and members of the thereby established Regency Council. The proposition was carried unanimously by the Cabinet of Ministers and subsequently enacted via Decree X-2022.
