The Prime Minister of Agatonia (Agatonian: kuragikurái) is one of the two heads of government of the Commonwealth of Agatonia and the second highest ranking person in the government, alongside the President of Agatonia, the highest ranking person in the government. The office of the Prime Minister has existed since President Kaito I nominated Bart II as prime minister of the People's Republic of Agatonia, and its powers and duties have been defined in the Agatonian Constitution of 2024.
The Prime Minister is a Member of Parliament. Since the adoption of the Agatonian Constitution of 2024, the Prime Minister has typically been the leader of the largest party or coalition of parties in Parliament. The officeholder decides the number of Ministries the Government will have and is legally responsible for the Government's actions. If a Prime Minister resigns or is censored through a motion of no confidence, their Government automatically resigns with them.
The current Prime Minister is Mūta Ushiyori of GreatGreenGoal, whose government was confirmed at the 1st Parliament session on 16 October 2024.
Role
The role of the Prime Minister has changed over the course of Agatonian history. Although Agatonia has always been a de jure parliamentary democracy, the President previously held a more active role than other political divisions, thus sometimes being considered as a de facto dictatorship. Until 9 August 2024, the date of the 2024 Prime Minister Elections, when Mūta Ushiyori was elected as the Prime Minister of Agatonia, the Prime Minister had little to no power in Agatonia.
Presently, the political power of the Prime Minister has been considerably moderated with the adoption of the new constitution, namely the Agatonian Constitution of 2024, but the general public's perception of the head of government remains similar to that of a head of state in presidential democracies. The Agatonian Constitution of 2024 defines the role of the Prime Minister in article 2d and 3h.
The Prime Minister is always a plush toy, as the President, the head of government, must be a human, and plush toys are barred from serving as president. This is also the same as the Monarch of Agatonia; plush toys are also barred from serving as Monarch.
History
The office was created on 2 November 2023, after President Kaito I appointed Bart II to be the Prime Minister of Agatonia, although he had little to no function in the government of the People's Republic of Agatonia. After the disestablishment of the People's Republic, the type of government changed from a republic to a monarchy. Even at that time, the Prime Minister had little to no function in the government of the Commonwealth of Agatonia. After Mūta Ushiyori and his political party GreatGreenGoal were elected in the 2024 Prime Minister Elections, ten ministries were added and introduced in the political system. The Prime Minister's power has been considerably moderated before and after the confirmation of the 2nd government on 16 October 2024 led by him. Ushiyori was the first ever democratically elected Prime Minister in Agatonian history.
After the confirmation of the 2nd government led by Mūta Ushiyori, the following members of the government were appointed as the secretaries (otherwise ministers) of his government:
- Secretary of Animal Security — Prime Minister Mūta Ushiyori (himself)
- Minister of Defense — Hop Godai Sr.
- Minister of Foreign Affairs — Ainosuke Kumakata
- Minister of General Affairs — HE HOG President Kaito I
- Secretary of Human Affairs — Yoyo Kumakata
- Deputy Secretary of Political Affairs — Ursus Minibii, Leader of the Opposition
- Secretary of Political Affairs — Usa Rabbitson
