The General Secretary of the Armed Forces of the Arstotzkan Union (GenSec) is a senior enlisted officer of the People's Armed Forces of the Arstotzkan Union who advises the Department of National Defense and the Office of the Presidency on matters regarding to specific aspects of the branches of the People's Armed Forces of the Arstotzkan Union. Unlike a General or any other officer, the General Secretary does not have command authority over the branches or any soldiers but rather collects information and analysis it for the Federal Government.
The role was created from an amendment to the Arstotzkan Statute on Military Systems (2022) which replaced the third in command from the Chairman of State Security with the General Secretary. Its first office holder was Commander Joshua Smith of the Arstotzkan Army Corps. The new amendment enables enlisted officers places in the role with Article 8 of the Arstotzkan Statute on Military Systems (2022) "Any senior enlisted officer at the appointment of the First President".
History
Originally the General Secretary of the Armed Forces was known as the Chairman of State Security and was fifth in the main chain of command. In 2022 plans had been adopted to reform the Arstotzkan Union Defense Forces and rename it to an Armed Forces. On 28 September 2022 the office of Chairman of State Security was abolished and was reformed into the office of the General Secretary of the Armed Forces, the deputy to the Senior Chairman of the Department of National Defense.
Joshua Smith who was the Chairman of State Security since September 2020 was the first person in the position. Months later, Zechariah Steuber was given the position following the creation of the Tangata Raki Territory by the Executive Committee.
