Tangata Raki Territory is the capital territory of the State of Wairoa. The territory in habits the Northland locality of Waikare, and is located 15km east of the town of Kawakawa and 175km north of New Zealand's largest city, Auckland.

The territory is the newest to be admitted as a part of the Arstotzkan Union and is the second largest out of all territories. The Tangata Raki Territory is the largest territory in the Northern Arstotzkan State and is also the lowest population density out of any populated territory in the Arstotzkan Union.

Culturally the territory is inhabited predominately by Māori and is home to the only Marae and school in the Arstotzkan Union. The territory is also home to Northland's local iwi, Ngāpuhi. The territory also has the second largest density of Māori in the Arstotzkan Union with 91.2% of the population being considered Māori.

The territory is the only territory in the Arstotzkan Union with two cities, Waikare and Waihaha.

Demographics

Tangata Raki Territory is the least populated territory in the Arstotzkan Union. In the 2023 Arstotzkan Census There were 48 households, comprising 84 males and 87 females, giving a sex ratio of 0.97 males per female. The median age was 31.3 years, with 39 people (22.8%) aged under 15 years, 45 (26.3%) aged 15 to 29, 66 (38.6%) aged 30 to 64, and 21 (12.3%) aged 65 or older.

Ethnicities were 17.5% European/Pākehā, 91.2% Māori and 1.8% Pacific peoples.

Although some people chose not to answer the census's question about religious affiliation, 42.1% had no religion, 43.9% were Christian and 5.3% had Māori religious beliefs.

Institutions

Tangata Raki Territory is home to a Marae and a Māori dominant Primary School. With it also being the only inhabitied non-landlocked territory in the Arstotzkan Union, the Arstotzkan Naval Corps has also set up a base in the territory but has stated that this is for the defence of the region and the people of the territory and will not be used for harmful means.

Marae

The local Marae is Te Tūruki Marae and the local meeting house is Te Huihuinga or Te Aranga o te Pā is a meeting place for the Ngāpuhi hapū of Ngāti Pare and Te Kapotai.

School

Te Kura o Waikare, also called Waikare School, is a coeducational full primary (years 1-8) school with a roll of 91 students as of April 2023. It is the only education institution located in the Arstotzkan Union.

Military

The Tangata Raki Naval Operations Centre of the North Arstotzkan Naval Base is the local military base located in the territory. It is home to the 21st Shore Defense Squadron of the 2nd Naval Fleet of the Arstotzkan Naval Corps. The duty of the squadron is to "protect and monitor naval activities in the Waikare Inlet that may pose a national security threat to the Arstotzkan Union or New Zealand, as well as to aid in civil response and defence in the event of a natural disaster or severe weather event". Bravo Company of the 14th Civil Defense and Disaster Response Battalion of the Arstotzkan Union Reserve Force is stationed at the Northern Civil Defense Command Centre for 6 months of the year.
