Constitution of Easway
The Directorial Federation Constitution of the Common Union of Easway is the supreme law of Easway. It was approved by the 3rd assembly at its final session on 14 January 2020 and replaced the Provisional Government which had governed the country since 2017 independence. It has undergone 50 amendments.
The Constitution consists of seven chapters and 70 sections, encompassing the sources of law, basic rights and liberties, the government and the legislature, the courts and defence. Within Chapter 1, Section 7 is the Seven Masts philosophy, which lays out a sovereign, localist, secular, humanitarian, co-operative, directorial and federal republic. The Seven Masts serves a core part of shaping the Co-operative Government. Easway is described as a polyethnic socialist union, whereby executive power is collectively distributed to elected representatives who lead with an even hand and delegate authority to democratic councils and worker co-operatives.
The Grand Councillor is the chief of state and serves as the secular figurehead of the nation. The General Director is the chief of government and leads the government's National Directorate. The President of the United Common Assembly is the speaker of the federal parliament. The Popular Committees are independent public forums for citizens to directly address public topics of the day.
History
First Amendment - 2020 Constitution Ratification
In its final session held on 13 January 2020, the 3rd Assembly; composed of Chief Curator Emizerri, President Aleksou Desourrë, Governor of Essrina Alperen, Governor of Urdport Georg Wighammer, Director of Language and Culture Csyeigo, Subdirector of General Innovation Ankel Palatinousei, Subdirector of Community Spirit Neicou, Subdirector of Diplomatic Affairs and Linguistic Development Algion, and Sheriff of Easway Squ Bai; unanimously voted to ratify the Constitution. It entered into effect the following day on 14 January 2020, replacing the Provisional Government with a permanent government, then known as the Mutualist High Government.
The Mutualist High Government period lasted from 14 January 2020 to 25 May 2020 and consisted of a Chief Co-ordinator as head of state leading the House of Zerri federal legislature. Three equal provinces of Essrina, Boriopa City and Urdport were led by a governor who served as head of their federated cabinets, containing directors. The responsibilities of the MHG was an experiment in libertarian socialist principles and were highly decentralised, with the High Government of governors and directors serving as a forum for interprovincial affairs. The powers of the chief of state were briefly reduced to a largely figurehead role. Political parties were also introduced into the realm.
Second Amendment - Regent
The 4th assembly passed the second amendment on 9 May 2020, adding a Regent to the Constitution. Chief of state Emizerri had been incapacitated for two weeks after contracting COVID-19, with no provisions in place for who would take over in his stead as acting chief of state. It was decided that a vice-chief of state position would be added, which was originally assigned to the Governor of Boriopa City.
Third Amendment - Federal Council and independent directorates
The Mutualist High Government which encompassed the 1st, 2nd and 3rd amendments was deemed ineffective in dealing with challenges, such as the COVID-19 Pandemic in Easway. The 4th assembly voted for federal powers to be centralised into a reformed federal executive on 19 May 2020, which would later form on 25 May 2020, known as the federal council. The Chief Coordinator was renamed to the Chief Councillor, or Chancellor for short, and the position as well as the governors were renamed to Marquis and transferred to the federal council. The directorates were also given independence and originally formed as municipal bodies, which coordinated between each other when necessary.
