The Colony of Culver (Cartesian: Siolvereskolone) is a colony of the Baustralian Empire, founded and governed by the Marquess Villevoiche of Culver. The Act of Parliament creating the colony on the lands given to Baustralia by Laskardia, was granted royal assent on 8 July 2024, and defined the territorial boundaries and to provide for the creation of a legislature, and when successful, to elevate the colony to Dominion status. As a colony of Baustralia, Culver is ruled by the King of Baustralia, John. Baustralia manages the colony's defence and relations. The viceregal representative of the Crown of Baustralia in Culver is the Lord Governor Sean Villevoiche, 1st Marquess Villevoiche of Culver. The de-jure head of the colony's government is the Premier, George Celenic. The colony has a cabinet led by the Sovereign, Governor and Premier and has four departments, Interior, Health and Human Services, Transportation, and Communications. The Culver Act[1] is the piece of legislature in the Parliament of Baustralia that formed the colony.

History

The region of Culver was continuously inhabited by humans for many thousands of years. According to the website of the City of Irvine, the eastern portions of the city were first inhabited by man around 18,000 to 12,000 years ago. Evidence of early campsites as well as fires have been found in the southernmost portions of Irvine as well as small spearheads. The first civilizations of Native Americans moved to the area roughly 2,000 years ago when villages were constructed and discovered. The tribes thrived due to an abundance of seafood and waterfowl. Local Aztec trading missions and cultural emigration caused the tribes to become neo-Aztecan in many aspects. The tribes remained in relative peace for the next hundreds of years. The activities of the tribe were ended when Gaspar de Portola arrived in 1769. He spread Roman Catholicism in the region and established missions. The San Diego Creek was one of the first major Irvinite bodies of water they encountered. Spanish conquistadors were rewarded parcels of land, cattle and money. These conquistadors, in the absence of battle, eventually became ranchers or Vaqueros. Large families formed and dominated the region's administration as a farmland. This practice continued after Mexico gained independence. During the mid-1800s, the Yorba family was granted Rancho Santiago de Santa Ana. In 1837, the ranch was given to the Sepulveda family which rose to high society. Mexico's defeat in the war marked the definitive end of the Hispanic-dominated region. A congressional act passed in 1851 forced the rancheros and vaqueros to obtain legal titles for the land. The ranch became embroiled in this legal tension when outside investors Benjamin and Thomas Flint, Llewellyn Bixby and James Irvine dissolved the ranch. Sepulveda's influence came to and end when he was suffering from debt, he was forced to sell his ranch to the investors. When James Irvine died, his son inherited the ranch and incorporated the Irvine Company thereafter.

During World War One, agriculture had intensified, and by 1918, some 60,000 acres of lima beans were grown on the Irvine Ranch, roughly 20 miles from Culver. During World War II, two Marine Corps air facilities were built on land sold to the government by the Irvine Company. James Irvine, Jr. died in 1947 at the age of 80. Presidency of the company fell to his son Myford Irvine, who began opening small sections of the ranch to urban development. Myford died in 1959. In 1959, the University of California asked The Irvine Company for 1,000 acres for a new campus, which is close to Culver. The Irvine Company agreed, and the State accepted the land and purchased an additional 500 acres. The University's consulting architect, William Pereira, and Irvine Company planners drew up master plans for a city of 50,000 people surrounding the university. The area would include industrial zones, residential and recreational areas, commercial centers and greenbelts. The Irvine Industrial Complex West (now known as the Irvine Business Complex) opened and the villages of Turtle Rock, University Park, Culver, the Ranch and Walnut were completed by 1970. On December 28, 1971, the residents of these communities voted to incorporate a substantially larger city than that envisioned by the original Pereira plan in order to control the future of the area and protect its tax base.[2]

Micronationally, Culver was claimed largely by Westavia, and the expeditions to the region began early on in his reign. Culver was very close to the homelands of the Shahanians, thus deemed an Alturian land under the name Quail Hill[a]. Shahan I used the area as a conservatory for nature and prohibited any settlements form being made.[b] In 2016, during the peak of Westavia, the land of modern day Culver was developed by the Irvine Company wich consisted of many Westavian volunteers, this increased their claim to the area. After the fall of Westavia, Culver fell into macronational holding untill it was claimed by Juniperia in 2023, in 2024, Vilelvoiche came up with a program akin to the Rainbowlands to divide up plots of land in Culver to micronations, Juniperia claimed a part of the land, the other were never distrubuted. Those land eventually became private estates of Villevoiche after the dissolution of Laskaridia, with its land going to the Colony of Culver that exists today.

Geography and weather

Culver is located near Quail Hill, which is a village in the south part of Irvine, Orange County and is located within the University district of the City of Irvine. United States Interstate 405 is located nearby.

Governance

As a colony, Culver is ruled by the sovereign, King John of Baustralia. The Culver Act created a condition, if the people of Culver are able to form a working government by 6 January 2025, it will be elevated to the status of a dominion, if not it will stay a colony and report in 6 more months or be prorogued.[1] Culver's subjects are entitled to a legislature and a cabinet, with a Colonial Assembly. Baustralia's laws will serve as statute laws untill the assembly is formed, and as common law thereafter. Culver is represented viceregally by a Lord Governor, with a Premier presiding over a government along with his deputy.

Much like Baustralia and other polities and nations, Culver has a system of ministries (known and referred to as departments) that act as agencies that preside over parts of government and daily life.
