Treaty of Nyros

The Treaty of Nyros was a multilateral treaty which transformed the Empire of Paravia from a unitary state to a federal state, and made all parties to the treaty Paravian federal states. The treaty was signed digitally by all original negotiators for a federal Paravia except the Usian Republic, and it entered into force at noon Central European Summer Time, 21 July 2016. It was named after the Great City of Nyros, the capital of Paravia.

Background

The idea of creating a Micronational federation to unite various Micronations into one larger, more active federal state came about on skype, when various members of the community had a "Micronational existential crisis". This followed a debate about the point of micronationalism, and how the younger Micronations where suffering because most of their legislatures consisted of, and where run by the same people as in many other Micronational legislatures. It was common practice for the same person to be in around 5 different parliaments, if not more. This was seen as a trend which was slowly killing younger nations in micronationalism. Many national leaders supported some form of federation, in the hopes that it could remedy this problem, by having people focus more on one larger nation, which they actually had some form of interest in.

The Treaty of Nyros was divided into a preamble and seven articles. The preamble explains briefly the rationale for a federal Empire of Paravia:

The governments of the Empire of Paravia, the State of Nedland, the Grémmian Empire, the Democratic Republic of Cinnamon Creek, the State of Dachenia, the Usian Republic, and the Republic of Humanytaria, Having agreed to join together in federation, to secure common well-being and prosperity, Recognising the benefits of united sovereign faculties, including a lively national legislature, a competent cabinet, and strength in diplomatic and economic affairs, and numerous others, Recognising the limitations imposed by the nature of a federal state on its constituent members in order to bring about these benefits, Hereby agree to the following:

Article I outlines the relationship between the Federation and the states, assures each state shall have "large degrees of autonomy", and gives the Federation legal supremacy. Article II vests all powers concerning foreign relations and membership in international organizations to the Federal government. Article III defines the Chamber of Delegates, the lower house of the Paravian Riksting, and declares that each state shall send their head of state as their delegate. Article IV creates a procedure for unilateral secession from the Empire of Paravia. Any state wishing to invoke its power to secede must first inform the Chamber of Delegates they wish to secede, and then hold a statewide secession referendum. If the referendum confirms intentions to secede, the state immediately ceases to be bound by Federal law and gains independence. Article V requires all states to comply with Federal law. Article VI prevents accession to the treaty by states not enumerated in the preamble. This required the Republic of Galveston to be admitted to the Empire through the bilateral "Treaty of Integration," a modified copy of the Treaty of Nyros removing mentions of other states and Article VI. Article VII defines the date of entry into force as 12:00 noon CEST (the Summer time zone in Nyros and Norwegian Paravia) on 21 July 2016.

Signatories

All of the negotiating states mentioned in the preamble signed the Treaty before it entered into force except the Usian Republic. The Usian Republic still has not signed, but may sign at any time without needing to agree to a separate treaty or go through a Constitutional admission process.
