When Hugia claims land, or is an upcoming county it's known as a special territory. These territories are not considered of proper Hugia, but are usually included in official Hugian maps. It was formerly called free territories, after Hugia claimed eastern Bir Tawil, land that was unclaimed. However, Hugia gave up this claim exactly one year later after, still leaving its impact today.
