Hugia is divided into 6 counties. The counties are subdivided into boroughs, which those boroughs are subdivided into sections. Most of the population lives within an autonomous hall, Tractohall. In which case Norte is the most popular. Most of the counties have no population due to there being no housing and the living conditions. However, Norte is planned to become an autonomous hall in early 2025, decreasing the number of counties and population.
