Qök Qoyunlu, officially the Qök Qoyunlu Beglïqï (Common Western Turkic: قُ̈ك قُيُنلُ بِگلِ̈قِ̈, English: Blue Sheep Principality), is an autonomous territorial entity which claims to be a sovereign state but is more commonly referred to as a micronation by external observers. Founded initially under a different name in 2012, it was reestablished in 2017 as a result of negotiations between numerous high-ranking individuals from Hasanistan, Nazir and Deñız Beg.
The structure of the Qök Qoyunlu principality is inspired by Savafid Iran, Qara Qoyunlu, Aq Qoyunlu and the Karamanid Principality. It is ruled as an Tribal Federation under a Theocratic Absolute monarchy.
While Shi'a Islam is the official religion of the state, religious freedom is granted to all followers of Abrahamic religions, in line with Islamic Shari'ah.
Etymology
Qök Qoyunlu comes from Common Western Turkic, Qök coming from "Blue" or "Divine" and "Qoyunlu" meaning Sheep, a literal translation being "Blue Sheep" or "Divine Sheep".
History
Background
The Qök Qoyunlu Principality is the descendant of the long line of (most short-lived) micronations established in the so-called Pamukli sector. The Kingdom of Pavlov, the first Pamukli micronation, was established in July 2012. In March 2013, friendly diplomatic ties between Pavlov and the Russian micronation Lostisland grew following the election of Deñız Beg as one of the Captain Regent of the Republic of Lostisland while the other Captain Regent, Yaroslav Mar, was elected Prime Minister of Pavlov. As the leadership of both Pavlov and Lostisland were involved heavily in the others internal affairs, a merger was proposed and discussed by both countries. Following successful referenda, in which both Pavlov and Lostisland voted to merge, a treaty of unification was signed between the leaders of the two countries. On 19 April 2013, the Federal Republic of Lostisland was established and former Lostislandic Yaroslav Mar was selected to serve as Federal President while Deñız Beg was selected to serve as Prime Minister. Pavlov was integrated within the new union as the Federation of Pavlov.
Although the initial month was relatively stable, tensions between the central federal government and the Federation of Pavlov began following a series of pro-separatist civil unrest led by the Deñız Beg's cousin, a prominent Pavlovian nobleman.[1] Following the end of the unrest, Deñız Beg's cousin was exiled. The exile of his cousin eventually led to Deñız Beg stepping down as Prime Minister of Lostisland[2] and unilaterally declaring the independence of the Republic of Pavlov. Following the proclamation of the Republic of Pavlov, the conflict expanded to an international level.
In an effort to end the crisis, Federal loyalists and forces loyal to the Republic of Pavlov began negotiating a solution to the conflict. The negotiations eventually ended with the dissolution of the Republic of Pavlov and the re-integration of the Federation of Pavlov (later renamed to Belastrova) within the Federal Republic of Lostisland.
Although, since the end of the Pavlov crisis, Deñız Beg had been operating a house-in-exile, proposals were made by both Deñız Beg and the federal government of Lostisland to allow the royal house-in-exile to return to Belastrova. However, although Deñız Beg and the federal government of Lostisland managed to reconcile and develop an amicable relationship, a final agreement was not reached until 14 September 2014. On 14 September, Deñız Beg re-asserted sovereignty over the Antarctic claims of the former Grand Principality of Snežanopol[3] and established the Grand Principality of Pavlov. The new Pavlovian state was recognized by the Federal Republic of Lostisland,[4] mere minutes after its proclamation.
The Grand Principality of Pavlov, Later the Empire of Pavlov could be classified as a historical simulation of the medieval Rus principalities, Russia under Ivan Grozny, and the Roman Empire, being an example of themed micronationalism; as such, it reintroduced the Oprichnina[5] and the Julian Calendar.[6] Its government is known for its conservative views, support of the Flat Earth theory and many bans, such as on atheism, shaving, music[7] and communism. The name of the then Emperor of Pavlov was styled in the way of continuing the numeration of the Russian Grand Princes. Due to internal inactivity the Empire of Pavlov collapsed in May 2017.
Modern Era
After a few weeks of the disestablishment of Pavlov, at the request of Nazir and Hasanistan, talks began about the re-establishment of a federal state of some sort between Hasanistan, Nazir and some territories under nominal control of Deñız Beg. The first draft idea being presented not long after the initial discussions, Hasan Çakar facing internal discussion backed out from the drawing board leaving it to Kristof Fondrk and Deñız Beg.
Nazir and Deñız Beg, having reached mutual agreement on 3 July 2017, determined to establish the Qök Qoyunlu Principality on the fifth year anniversary of the foundation of the first Pamukli micronation.
Government and politics
The Qök Qoyunlu Principality is a Tribal Federation under a Theocratic Absolute monarchy headed by the Beg, currently Hazrat Mawlānā Sayyid Deñız Beg. The founding and basic law of the Principality was adopted in 2017 by mutual consent of Deñız Beg and HM King Krishtof of Nazir. The law grants executive power to the Beg, however most of the Monarch's powers are in practice used by the Divan in name of the Monarch.
Divan
The Parliament of Qök Qoyunlu (Divan) is the unicameral legislature of the Principality. It is responsible for proposing bills and a budget, executing the laws, and guiding the foreign and internal policies. All bills passed must be presented before the Beg to Royal Assent in order to become law.
As per the founding law of the Principality, the Monarch is always the Head of the tribe and a member of the Shi'a faith, the Chief advisor is always the Roman Catholic King of Nazir.
Foreign relations
The Qök Qoyunlu Principality follows a foreign policy of moderate isolationism, focusing on the internal affairs but being ready to establish diplomacy with other entities which shares the worldview of the Principality. The Principality espouses neutrality in any kinds of conflict as a national policy, and it promotes peaceful diplomatic relations with a guarantee of non-involvement in the internal affairs of sovereign entities.
Administrative divisions
The Qök Qoyunlu Principality has claims in three groups of land: the West, also known as the Blue Horde, the Centre and the East, also known as the White Horde. All three groups are divided into further second-level administrative divisions. The West and East are composed of Tribes, namely: the tribe of the Blue Horde and the Şeytanoğlu tribe and Tavukçi tribe of the White Horde. The Centre is a more autonomous parts of the Principality, as the only group with a Roman Catholic majority, as such it is a vassal Kingdom of the Principality.
As per the Founding law of the Principality, the Monarch is always the Head of the tribe and a member of the Shi'a faith, the Chief advisor is always the Roman Catholic King of Nazir.
