Naverston District, otherwise known as Naverston, was host to the capital and largest city of the Concordian Republic. It was founded alongside the Concordian Republic, on 30 June 2021. It is located directly south and south-east of Aeonia. It was governed by the Member for Naverston District, Mackenzie Arra CSM, in office from 24 August 2022 until the Concordian Republic's dissolution on 23 September later that year.

Naverston District, and its predecessor, the New Concordia Federal District, were vital to the operation of the Concordian Republic from its founding. It acted as the primary base of operations for the President, as well as the Concordian National Guard, the military. It was quite often referred to as Kersika, which technically referred to the separate walled-in city in Naverston's north-east.

History

First Republic era

Naverston District was known as the New Concordia Federal District throughout the First Republic, lasting a year. In this time, the District itself was the singular capital and a city, with no equivalent to the modern city of Kersika.

Foundation

Naverston District was founded as the New Concordia Federal District alongside the Concordian Republic, on 30 June 2021. It originally only claimed around a third of its current area. Small border shifts occurred around early August, before major expansions in September. In the time between, however, it was the site of two battles in the Guardsman's War, the first civil war in the Concordian Republic In September, the city also hosted the inaugural Spring Festival, as reported in CMBC News. The administration eventually claimed all of the territory currently existing in mid-October 2021.

Civil Administration

On 3 December 2021, another conflict erupted on NCFD soil. This was a decision by Governor of Aeonia, McKenzie, to secede from the Concordian Republic, and to form the Republic of Aeonia. Following two reclamation and secessions, McKenzie took some land from the NCFD, to create the capital for the 'Republic of Tramp'. This nation was short-lived, lasting just 3 minutes from 6:03 to 6:06 pm. Since then, the capital has become the centrepiece of two serious regimes, who have implemented many policies, issued public guidance and more from the city.

March–April Election

The New Concordia Federal District played a vital role in the March–April 2022 elections in the Concordian Republic. In late March, the NCFD gained a third citizen. The area acted as a primary base of operations for the voting distribution. The elections began on March 31, 2022. Incumbent Mayor Callum Russell lead early, and won the election on April 10. The Governor of Aeonia was also voted on in New Concordia, where the most support for Mackenzie Arra was demonstrated. Arra went on the win the role in Aeonia.

Inactivity

The New Concordia Federal District was the site of much of the events leading to the two-month Concordian inactive period. When Russell started the Crown Republic of Flinders, the area became known as Naverston, Flinders’ capital. It was where Callum Russell made his Presidential resignation on 1 July 2022. The area was one of the few places to transfer between Flinders, Ithyca, Shetvik & St Alouarn and Kerguel. Meanwhile, it remained technically in the Concordian Republic, however did not operate as such.

Second Republic

The New Concordian Federal District was reorganised into the Naverston District upon the implementation of the Second Republic, where it is even embedded into the reform-defining Treaty of Kersika. The name change also created the city of Kersika, a fenced-in region of Naverston District in which all of the District’s inhabitants resided. From when the reforms began on 23 August, Naverston District had been at the centre of many major political decisions. One major new concept was the introduction of a physical Council of Representatives, which is held in the Flinders Political Centre in Kersika. However, interest in the Concordian Republic was very low. Due to the disinterest, coupled with other factors, the Alsann Republic was founded in Kersika on 9 September 2022. Following growing interest in Alsann, the publication of Alsann's proclamation of independence signalled the end of the Concordian Republic. Eventually, the area once known as Naverston District was officially integrated into Alsann first as the Kersik Naverston Federal District, and later as the Federal District of Kersika (FDK).

Government

Government System

Naverston District was under the full power of the Member for Naverston, who was Mackenzie Arra CSM. One more interesting side of Naverston’s government was the public veto, in which a majority of the public could express their disdain for a law. There was no defined process for this, as the District was a small community. During the First Republic, the New Concordia Federal District was lead by an elected Mayor, who was President Callum Russell for the entirety of that role’s existence.

Military

The Concordian National Guard’s largest single unit was stationed in Kersika, numbering 2. The Naverston branch was responsible for defence of the capital and President, and also for regular patrols of nearby Aeonian borders. The most major military-related place in Naverston District was Fort Norman, located just outside the Kersik city walls. The fort was composed of a gap in a large bush, which had 5 separate exits from nearly all angles. It represented a large military advantage in Naverston District, paired with the defensive fences surrounding Kersika.

Geography and climate

Geography

Naverston District was located in the Darling Range, much like eastern Aeonia. Prior to the 1970s, the property was part of a farm, to which most of the District's residents have historical family ties. Earthworks were undertaken in the 1970s to prepare the area for construction, resulting in a series of flat platforms descending to a road. The platforms occasionally experienced flooding, however, as water can pool, before gushing down, as experienced in July 2021.

Kersika was a 600 square metre area enclosed by a mixture of walls and fences. It was the nation's largest city by number of residents, and equal largest with the Aeonian city of Armisak in terms of total inhabitants. Kersika was established on 23 August 2022, when the Second Republic reforms were introduced to the Concordian Republic.

Ecology

The ecology of Naverston District was primarily introduced species. This included Matilda and Buffalo grasses, as well as a great number of plants in gardens. Most notable amongst the plants were the prunus trees, producing Concordian Miniature Plums, the native eucalyptus trees, and a Chinese elm.

There were also multiple species of animal in Naverston. The residents' pets included a dog, a cat, chickens and a canary. Wildlife included many species of bird such as magpies, ravens (or crows), various parrots and New Holland Honeyeaters, as well as some quendas (bandicoots) and occasionally a kangaroo. Cats previously plagued the area, killing wildlife, however in late March 2022 left the surrounding area.

Climate

The climate of Naverston District was practically identical to that of Aeonia's. The record temperature in the District's existence was 43.1 °C on 25 December 2021, and the coldest 2.1 °C on 2 August 2021.

There had been some notable climate events from the founding of the Concordian Republic, and even prior to that. Arguably the most major in memory were the 2011 bushfires, which did not burn Naverston District, however damaged a structure just two houses away. Since founding, however, Naverston experienced flooding on multiple occasions, including a weak stream-like flow along Capital Road and multiple roof leaks indoors. Combined with extreme water levels in Aeonia, they are known as the 2021 Concordian Flood Crisis. In December of that year, and January of 2022, both Naverston District and Aeonia experienced major heatwaves. This included one over the Christmas period where temperatures reached above 40 °C for five days in a row.

Culture

Naverston District was central to the culture of the Concordian Republic. From festivals to offices, it was deeply involved in the Concordian Republic. Monuments included the Old Parliament Building, later the Centre for Commerce, which is also known as Novadonia House, and Fort Norman.

A small but notable structure was found in Kersika’s chicken yard. Known as the Runner’s Base, it was formerly a greenhouse before falling into disrepair around 2014. In the Concordian Republic, it was a useful defence position filled with empty pots and covered by a mildly toxic vine. Though it was not acknowledged officially by the Concordian Republic, it is believed to have provided temporary cover for Russell during the Guardsman's War.

There were also multiple political attractions in Naverston District. One was the Old Parliament House, a small building in Naverston’s south also known as Novadonia house. This was once the centre of political activity, however later the building housed Concordian artefacts and the Centre for Commerce. The Qahil Political Centre, once known as the President’s Office, was the site of Council of Representatives meetings.

Multiple festivals and holidays were also centred around the District. It was where many of the favourite scenes from the Spring and Autumn Festivals take place, with gardens brimming with plant life abundant in the District. Naverston District was also home to the Concordian Republic’s primary sport field, in the Buffalo Oval.
