The Micronational Confederation was an inter-micronational organisation with the purpose to maintain peace and security between the various micronations and ending preventative measures and removing threats that would threaten the peace and security of its members. It was founded in May 2019 by the Empire of Lehmark and dissolved on 23 September 2020.

History

In May 2019, the Empire of Lehmark founded the union with the original name of "International Organisation of Micronational Cooperation" to keep the peace and security for the empire and other nations.

Reform Project

In September 2019, the Empire of Lehmark proposed to the members of the IOOMC a reform project. The project was to change the name of the organisation to its current name and the title of Chair to President, as well as the implementation of a new Charter. The purpose of the reform project was to provide a more democratic approach in governance, such as the changing of a bicameral system to a unicameral system in the form of the Chamber of Delegates. This allows every Member State a vote in membership applications, resolutions and motions proposed, as well as providing for a strong Head of the Organisation in order to better direct the Member States and development of the Organisation.

December Charter

In December 2019, the Chamber of Delegates adopted what is now called the December Charter. This Charter provided the Confederation with the powers it needed to become a supranational union. The Chamber of Delegates granted the power to revoke legislation, laws and policies in other member states if it is found to be harmful to the people of that State, though this requires an investigation to be done by the Supreme Court. If the Supreme Court finds that a vote does need to be held and the vote is passed in the Chamber, all prison sentences, punishments and the like associated with the legislation, law or policy will be overturned and those imprisoned freed and their criminal record expunged.

The December Charter also formally bans all declarations of war by the Member States, and finally, this new Charter also introduces the idea of a full member state and an associated state. Differences between the two are that being the Associated States does not grant you the power to vote on legislation or be appointed to any position within the Confederation.

Finally, the charter changed the way of membership. Membership applications will not be voted upon until the applying state is part of the Discord server.

Known Issues and 2020

A major issue of the Micronational Confederation hasn't always been the centralisation or union the Confederation tries to create, the issues which have plagued the Micronational Confederation have often been related to inactive members, which has lead to the members constant removal. To date, only one nation has ever chosen to leave on its own accord.

The Confederation has now eased some of the more "un-democratic" aspects of the Charter and has severely weakened the position of President, to give more and almost total power to the Chamber of Delegates with the intent of allowing a democratic Confederation to lead the way in 2020.

Final Dissolution

Following a failed meeting of the Chamber of Delegates in early September 2020 the Emperor and Autocrat of Lehmark and President of the Micronational Confederation, William Lehman, called an emergency meeting of the Imperial Government of Lehmark who formally decided to dissolve the Confederation, this was achieved by a public statement of the Emperor and Autocrat on LEHMARKNEWS1 and issuing the formal abdication and dissolution to member states.

Lehmark would choose to remain neutral and begin a new period of micronational cooperation.

Functionality of the Confederation

The Micronational Confederation is made up of the President of the Micronational Confederation, the Chamber of Delegates and the Supreme Court.

The President of the Micronational Confederation

The Office of the President is forever to be held by the Head of State of the Empire of Lehmark.

The main responsibility of the President is to present Membership Applications to the Chamber of Delegates. The President is able to vote on said Membership Applications however the Charter formally bars the President from being able to vote in any legislation presented to the Chamber of Delegates, except in cases of a draw.

The only arbitrary power the President has is the ability to change the Charter if the Micronational Confederation has less than 5 members, then he is able to do so. So far the President has never done this and is considered a purely emergency power.

Chamber of Delegates

The Chamber of Delegates is made up of every Full Member State and the President. Member Countries present legislation to be debated and argued and voted on. This legislation can relate to any topic and can be anything. As the Chamber is democratic each piece of legislation is discussed openly and fairly to ensure each Member States voice is heard.

The Chamber of Delegates also has the responsibility of discussing each Membership Application and discussing and voting on said application. This action forms the very foundation of the Confederation.

A very interesting aspect of the Confederation, even though the President is the Head of the Chamber he is actually barred from voting on any legislation, so as to ensure the Office of the President doesn't have too much control. However, he can cast a deciding vote in the event of a draw and even call on a second vote if needed.

Supreme Court

The Supreme Court is independent of the rest of the Organisation and is responsible for investigations against the Member States should they be found to have violated either the Charter international law. The responsibility of the Court also expands to the enforcement of Confederation laws and rules.

However, the Supreme Courts greatest responsibility is that of territorial dispute, as the Confederation grows it will become expected that micronations may have overlapping territorial claims, and this could lead to disputes. This is why the Supreme Court was given independent authority to help resolve these issues.

At this stage, the Confederation has never had a territorial dispute.

The Court membership is made up of:

  • The Chief Justice
  • The President
  • Two Justice’s

However, at this stage no other Court Members have been appointed and the President acts as the Chief Justice.
