The Kingdom of Parnesia, commonly referred to as Parnesia, is a self-declared sovereign state often known as a micronation by observers, located in Europe. Founded on 13 June 2024, Parnesia was established by King Luke I upon its declaration of independence from the United Kingdom.

Parnesia is a unitary state under an absolute monarchy, and has been since the state’s establishment. Luke I has been reigning as King since the creation of the monarchy.

History

Parnesia was established on 13 June 2024 upon the ratification of the declaration of independence, signed by King Luke I. Having declared independence from the United Kingdom, sovereignty was vested in the newly established Parnesian monarchy. King Luke considered founding Parnesia about a month prior to its actual establishment but initially conceived it as a Portuguese-style semi-presidential republic. However, he decided to take Parnesia in a different direction - founding the nation as a monarchy.

Politics and Government

Parnesia is a unitary state under an absolute monarchy. Government in Parnesia is seen as “towards the King” due to the nature of the monarch’s power.

The positions of head of state and head of government are held by the monarch. The privy council aids the monarch in this role.

Monarchy

The monarchy of Parnesia is the supreme head of the state. The monarch is head of state and government, chief executive, head of the judiciary and “legislator-in-chief”. Additionally the monarch is the commander-in-chief of the armed forces.

The monarchy was established on 13 June 2024, and is the oldest national office in the kingdom.

The monarchy is hereditary. The Law on Royal Succession (Royal Decree 1) roughly outlines the succession rules including the appointment of the Crown Prince as the heir apparent. It is also required by Parnesian law that the reigning monarch practices Christianity.

The current monarch is King Luke I, who has been on the throne since 13 June 2024.

Privy Council

The privy council is the senior-most national body. It is composed of all the senior-most advisors to the monarch and advises them on the exercise of their powers (the royal prerogative). Advice of the council is non-binding but it is customary for the monarch to consult the council before making significant decisions.

All members of the council are appointed by the monarch, who chairs the council, and serve at their pleasure.

Judiciary

Courts are formed on the monarch’s order and all judges are appointed by them. The seniority of courts are also determined by the monarch.

On top of this, the monarch can issue warrants in order to get the privy council to act as a court with the monarch as its chief judge.

A separate military judicial system also is under the superintendence of the monarch as commander-in-chief.

Military

The armed forces of Parnesia (officially known as His Majesty’s Armed Forces) are the military forces of the kingdom. The armed forces consist of three branches - an army, a navy and an air force.

The armed forces defend Parnesian territory, as well as conduct all military operations of the state.

The monarch is commander-in-chief of the armed forces and the Chief of the Defence Staff is the professional head. The Defence Council is the governing body of the armed forces and oversees the management of the armed forces alongside and on behalf of the monarch.

Currently there is no conscription in Parnesia, but it is generally expected that citizens will serve in some capacity in the armed forces.

Geography

Currently Parnesia claims the uninhabited island of Cézembre, which is off the coast of France. Parnesia has claimed this island since 21 June 2024. It is a primary aim of the government to establish the kingdom permanently on this island, due to the secessionist goals of the government.

Culture

Parnesian culture takes inspiration from European (primarily British) culture. Additionally, Christian culture is highly influential over Parnesian culture, with the monarch being required to be Christian by Royal Decree 1.

The most notable national symbol is the flag of Parnesia, which was influenced by the flag used by Iran under the Shah. Additionally, the monarch is seen as living embodiment of the kingdom, and therefore acting as the state's chief representative and cultural icon.

The national anthem is "Rise, O Voices of Parnesia", which was adopted on 21 June 2024. Its name, tune and lyrics were inspired by the national anthem of Rhodesia.

The national dish is macaroni cheese. Donkeys are the national animal, but the most popular pets in Parnesia are dogs. Karate serves as the national sport, but chess is also popular amongst the aristocracy and royalty.
