The Monarchy of Parnesia is the hereditary head of state and head of government of the Kingdom of Parnesia. The monarch possesses absolute power. The monarch is also the head of the Parnesian royal family, holds national sovereignty, in addition to being the commander-in-chief of the armed forces and head of the national honours system.
The monarchy is the oldest national institution of Parnesia, being founded on 13 June 2024. It is the senior-most national office and the most powerful. The power of the monarch is based on divine right theory and so is believed to be God-given.
The current monarch is King Luke I who has been reigning since the establishment of Parnesia.
History
The monarchy is the oldest Parnesian office and institution. It was the very first part of the nation to be established after it declared independence. The monarchy was founded on 13 June 2024.
Succession
Succession to the throne is outlined in the Law on Royal Succession (Royal Decree 1). The decree outlines how only legitimate members of the Royal family are eligible to inherit the throne, following a system of male-preference primogeniture.
The heir apparent to the throne is the Crown Prince of Parnesia, who is "appointed and confirmed" by the monarch and conducts all duties given to them by the monarch. The crown prince is the first in line to the throne and can only be displaced by the monarch appointing someone else as crown prince.
Functions
The monarch is both the head of state and head of government of Parnesia. Consequently, they are responsible for the overall and day-to-day administration of the kingdom. The monarch carries out legislative, executive and judicial functions in addition to being commander-in-chief of the armed forces and head of the privy council.
Executive Functions
The monarch is the chief executive. As a result, they possess all national executive power. As chief executive, the monarch's functions include:
- Appointing state officials,
- Accrediting and receiving ambassadors,
- Making and ratifying treaties,
- Declaring war and making peace,
- Representing the state at home and abroad,
- Commander-in-chief of the armed forces,
- Head of the national honours system,
- Appointing privy councillors and chairing the privy council,
- Issuing passports,
- Create corporations,
- Recognise states,
Legislative Functions
The monarch is seen as the chief legislator of the state. This is due to that nothing may become law in Parnesia without the express assent of the monarch, and how legislation is usually only created by the monarch (though, the privy council may draft laws for the monarch to review).
The monarch legislates through a number of different tools given to them. Primary legislation is created through royal decrees - which expressly define the law and can define the punishments for crimes. The direction of the government or the creation of national bodies is usually done through royal orders - however royal orders can add to or effectively change the law. The monarch can also issue royal warrants which can act like royal orders, or can be used to order arrests or to appoint military warrant officers. Royal charters are also used to create national corporations and to ordain cities.
Judicial Functions
The monarch is Parnesia's chief judge and can hear any case they wish in acting as such. Further judicial functions of the monarchy include:
