The January 2023 Roscami constitutional referendum was the first referendum on a proposed constitution in Roscamistan, as the prior two were adopted by unilateral decision of the executive branch of the Government of Roscamistan. The Constitution [1] was a joint document made by the Constituent Assembly, though largely written by Tobey Wyles.

The Constitution was opposed by the Catholic right wing, as it up until the last day of the assembly, was secular and also placed English above Irish, the former being changed back to Catholic. The day of the referendum saw a low turn out of 10 voters, as the right wing either voted nay or boycotted the vote. On the day the document passed, the 2023 Roscami coup d’etat took place to suspend it, as a direct reaction to the referendum. As the first day of the coup failed, it would be in force until the 17th of January, when Thomas Jacobs returned on the second day of the coup, removing the Pro-Constitution supporters and it was suspended indefinitely.

Another referendum was held on the 1st of March 2023 in order to pass a new constitution,[2] different from the Constituent Assembly one.

Background

In November 2022, then Representative Esty Carpentieri took it upon himself to create an Act to form a Constituent Assembly [3], due to Roscamistan having no constitution. The assembly proposed under the act was to be composed of the President, President of the Senate (then an ex officio role of the Vice President), the Majority Leaders of the Senate and Chamber, the Majority Whips of the Senate and Chamber, and the Minority Leaders and Whips of the two houses in the National Assembly. It passed, and was soon constituted by President Thomas Jacobs.

The Assembly was given initially until the 1st of January 2023 to complete the proposed document. However, only a few days after the assembly was made, it would fall into inactivity, until late December 2022, when it was brought back and ideas being proposed again. Tobey Wyles, then Deputy President of the Senate, created what would be the "Wyles Constitution", the informal name for the document. It would be considered an extremely radical one, as it limited the powers of the President drastically, even removing command of the Armed Forces from the office, and also proposed a secular Roscamistan.

Result

The referendum would happen on the 15th of January 2023, and by the 16th, it had been passed with 70% of the vote. The Constitutionalists would congratulate the results, whilst Catholic right wingers were plotting their coup against the constitution.

Coup

Indefinite suspension

After the second phase of the 2023 Roscami coup d’etat, the third constitution was suspended indefinitely. Immediately Minister Tonna and President Jacobs worked to retool the elements of the constitution they did not like. They came up with the Supreme Constitution, mostly retooled from the previous one. Notably changes included the RDPF, increased presidential rule, and the removal of liberal elements.

The third constitution was replaced after the referendum for the Supreme Constitution was passed.
