The organization has had many leaders (known officially as the 'Supreme Judge'), who is currently Andrew Janiszewski.

Zirconic Andrew Janiszewski Zirconic was an early adopter of the Court, due to its support for friendly relations (as its national motto 'Love, Respect, Equality' indicates). During this time, Zirconian officials have on occasion been elevated to the leadership of the Court - the Judges - and the Zirconian representative and President, Andrew Janiszewski is the current Supreme Judge.
Republic of Hortania Damian Billbrough Hortania, initially known as the Republic of Armlania was - along with the Republic of Chico - the co-founder nation of the Court. Despite hostile reactions from the micronational community who deemed it a 'YAMO' the nation went ahead and created the organization, finding several other micronations, most notably Zirconic to aid them. As one of the creators, Hortania remains an important nation in the Court, with representative Damian Billbrough currently holding the position of Second Judge.

Republic of Chico Al Ugarte As one of the co-founding nations of the IMCJ, Chico commanded a lot of respect in the organization, with representative Al Ugarte consistently holding seats of power, including the Supreme Judge. Through the Court, they expanded their influence and often, once situations were diffused, used the Court to gain political power over other micronations (such as the case of Milinton). During the 'Cold War' between Chico and the Sorrenian Federation, Chico used its influence in the Court to spread support for themselves, however as a result of the inactivity of the court, they eventually 'lost' the 'Cold War' with Sorrenia, and became very inactive themselves. They later returned fully, with Al Ugarte once again leading the Court. However, during the Christmas of 2014, Sorrenian official Miles of Sorrenia and Hortanian President Damian Billbrough took steps to remove Chico as a member, after doubts over the nation's claims (such as claiming 500 knowing citizens) were raised, and Al Ugarte failed to provide proof of existence. Worries were initially raised by Sorrenia, however due to a lack of support, Sorrenia was unable to take action, and therefore unrecognized Chico and left the court. By Christmas however, several others including Damian Billbrough and Andrew Janiszewski admitted Chico was most likely a fictional nation (which is not allowed in the Court). After a vote to have them forced out of the Court which ended in 5:2 in favour of forcing them out, Al Ugarte was demoted from his position as Third Judge and the Court revoked Chico's position as a member state.
Gran Pais Devon Jonathan Kearney Often cited as the reason for the creation of the state, Gran Pais was an unruly nation which joined the Court after declaring war on several micronations. After declaring war on the much larger Sorrenian Federation, the Court organized a system in which Gran Pais would join the Federation while retaining autonomy. Although he initially agreed to this, Devon later pulled out and formed an emergency 'People's Democratic Republic'; a dictatorship. However, the Unified Socialist Party of Gran Pais continued to grow, threatening Gran Pais' internal stability. Therefore, due to stress and total lack of support due to dictatorial actions and vote rigging, Devon stepped down and transferred power to Sorrenia. Gran Pais was therefore forced out of the Court, and absorbed by Sorrenia as a heteronomous Dependency.
People's Republic of Milinton Devon Jonathan Kearney (Later Miles of Sorrenia) After a period of disgrace due to vote rigging and dictatorial actions, Devon Kearney created the Empire of Milinton and joined the Court. However, under Kearney's leadership, the nation repeated its dubious actions with vote rigging, in which all Communists were barred from holding seats, and the Democrat government refused to listen to the Court's suggestions. Milinton fell into inactivity, after which Miles of Sorrenia and Jacob Lewis, who had been previously barred from holding seats led a Coup against the Democrat government. Due to growing support of the Communists, the Democrat's did little to stop it. IMCJ members all administered sections of Milinton to create stability, however a People's State quickly developed and the Communists took full control. After a short lived rebellion by the name of the 'Free Milintonian State' failed, Milintion fell into instability and the Communist regime stated that for the good of the inter-micronational community, the nation would be destroyed. The People's Republic of Milintion therefore left the Court voluntarily; the first nation to do so.
Kingdom of Whitia Steve White Known by many as perhaps the most heinous of Devon Jonathan Kearney's actions, Whitia claimed the area previously known as Milinton, after the Communist government destroyed the nation. Supposedly, Steve White, Devon's uncle wanted to enter into micronationalism. After the Communists refused to work with him, he founded his own state, with the support of many micronations. However, Miles of Sorrenia did not trust the new micronation, and asked for proof of existence (e.g. a picture of Steve White). Steve White's actions became more sporadic, and suddenly Devon Kearney stated that the man had died. Many micronationalists however realized that this was untrue, as no ambulance had been called to the scene, and there were many discrepancies in Kearney's story. Devon was totally discraged, and Whitia was removed from the Court due to its totally fictional nature, after which the land was claimed by various other micronations.
