HWC Empire , (Chinese: 嵅翝張帝國), is a micronation in East Asia enclaved by HKSAR and Taiwan. Its territory is mainly comprised of some the regions of Kowloon district in HKSAR and Taichung City in Taiwan Region. Mountain ranges dominate the geography of the northern Kowloon side of its territory in HKSAR, while plains dominate at the territory in Taichung City. HWC Empire is a Constitutional Monarchy Empire with its administrative capital in Caesar(Locate in HKSAR). It is a member of the Independence Micronation Cooperation Agreement, HWC Commonwealth of Nations (HWCON), Hong Kong and Taiwan Mini-National Co-Prosperity Circle Simulation International Civil Aviation Organization (SICAO) and Grand Unified Micronational (GUM).
Etymology
The government allows the use of the abbreviation "HWC" when the name is too long to be written. The former official Chinese name of the HWC Empire was "HWC帝國". The origin of "HWC" in the former official Chinese name was formed by taking "H" from Hin, "W" from Wai, and "C" from Cheung from the former Hin Wai Cheung YouTube channel. The former official Chinese name of the country was used since 31 October 2022, and was changed to the current official Chinese name "嵅翝張帝國" since 5 April 2023, while the official English name "HWC Empire" is still in use today.

Period of HWC Socialist Republic
HWC Empire can be traced back as far as 27 July 2018 when the HWC Socialist Republic was established. HWC Socialist Republic is one of the organisers and joins the Polandball group's first Virtual Micronation Competition on 27 July 2018.
The HWC Communist Party led the people of the country started a socialist revolution on 27 July 2018 and successed in revolution to establish the HWC Socialist Republic.
On 27 July 2018, the HWC Socialist Republic was officially admitted to participate in the First Micronation Competition of the Polandball Group.
The HWC Socialist Republic moved to Discord from Line App on 3 April 2020 after the end of completion and set up a discord server to maintain its micronation career.
Period of HWC Republic
The HWC Socialist Republic changed its political system on 4 January 2022 after a national vote and change its official name to the HWC Republic. The HWC Republic which lasted just for ten months until 31 October 2022.
Period of HWC Empire
HWC Empire is a constitutional monarchy founded by Emperor Caesar I on 31 October 2022, with Caesar City as its capital. The Cabinet of the Royal Government of the HWC Empire is a constitutional monarchy, with the Royal Government holding executive and legislative powers, the Imperial Parliament holding legislative and supervisory powers, and the Imperial Judiciary holding supervisory and judicial powers.
On 13 January 2023, the royal government of HWC Empire started implementation of the Constitution of the HWC Empire . The Royal Government of the HWC Empire is committed to conservative diplomacy, neutrality, and armed neutrality for self-protection.
Politics and government
Early government
Since 27 July of 2018,the HWC Socialist Republic was directly ruled by HWC Communist Party as a single-party state until 4 January of 2022. The HWC Socialist Republic head of state and government is the leader of HWC Communist Party.
Since 04 January of 2022,the HWC Republic was a republic with multi-party system until 31 October of 2022. The HWC Republic head of state and government is the president of HWC Republic. The former ruling party of HWC Republic is HWC Social Democratic Party and HWC Kuomintang Party.
Since 31 October of 2022,the HWC Empire is a constitutional monarchy with multi-party system. The HWC Empire head of state and government is the Emperor of HWC Empire. The ruling party of HWC Empire is HWC National Party.

HWC Empire Parliament
HWC Empire is an unicameralism country. The main functions of the HWC Empire Parliament include making, amending and repealing laws; scrutinising and passing budgets; approving taxation and public expenditure; and questioning the work of the Royal government.
HWC Empire Parliament now hold the recent 5th term of parliament. The current president of HWC Empire Parliament is the leader of HWC National Party（HWCNP).
There are total eight members in the parliament. There are five members which from the HWC National Party,which let HWC National Party（HWCNP) becomes the current ruling party of the parliament. The other three members which one from the HWC Three Principles of the People's Min-Sheng Party(HWCTPPMSP), one is the representative of HWC Royal Government and one is the representative of independent person.
The member of HWC Empire Parliament can be elected by nomination through political parties or self-enrollment to the parliament. Applications are processed by the President of the parliament for approval.
All terms of the parliament end and begin when a new member of the parliament joins.All parliamentary seats of member are automatically renewed for the next new terms of parliament.If a member of parliament wishes to give up his or her parliamentary seat in order to withdraw from the current term of Parliament,he or she must notify the president of parliament in writing form and wait for approval.When a vacancy arises in the original parliamentary seat, the parliament will not hold an election for the vacant seat until the recent term of parliament end.There are no exact year requirements for the terms of the parliament.The president of parliament have the power to abolish , suspend or start the term of the parliament.
Political parties
HWC Empire has a coalition of legal political parties and two legal political parties.
The current ruling party is the HWC National Party and the participating party is the HWC Three Principles of the People's Min-Sheng Party(HWCTPPMSP).
The HWC National Party(HWCNP) formed the HWC National Political Consultative Conference (HWCNPCC) with the authorisation of the Royal Government and implemented a system of multi-party co-operation and political consultation under the leadership of the HWC National Party(HWCNP), later the HWC Three Principles of the People's Min-Sheng Party(HWCTPPMSP) joined as a participating party, in order to assist in the political process.

HWC Empire Judiciary
HWC Empire Judiciary is responsible for the administration of justice in the HWC Empire and hears all prosecutions and civil litigation, including civil litigation between individuals and the government.
The District Court of HWC Empire is an ordinary court where District Judges are responsible for receiving and adjudicating minor civil cases and handling civil disputes.
The High Court of HWC Empire is the second appellate court, with the High Court Judge receiving judgements in criminal and civil cases ranging from minor to serious.
The Supreme Court of the HWC Empire is the highest court of appeal, with justices sitting in judgement on serious criminal, national security and political cases.
HWC Empire Ministry of Defence
The Ministry of Defence of the HWC Empire is the highest authority for military and defence affairs of the HWC Empire, and is responsible for the control of all branches of the HWC Empire's military forces. the HWC Emperor is in charge of the national land, sea, air, and space rocket defence forces, and is the Commander of the Six Armies, exercising the authority of the Commander in Command of the military forces, and is directly responsible to the Minister of the Ministry of Defence of the HWC Empire, who will order the Chief of Staff to command the military forces.
The HWC Imperial Army is the national armed force of the HWC Empire, commanded by the HWC Emperor and under the jurisdiction of the Ministry of Defence of the HWC Empire, and is currently the main defence force of the HWC Empire. It is the main defence force of the HWC Empire at present. It was established in the background of the HWC Red Army, the HWC People's Liberation Army and the HWC National Defence Force during the HWC Socialist Republic and HWC Republic.
Today, it consists of six main military branches: the Army, Navy, Air Force, Space Force, Air Defence Force, and Rocket Force, and in times of war, it can include the police and other law enforcement agencies as auxiliary forces.
HWC Empire Ministry of Foreign Affairs
The Ministry of Foreign Affairs of the HWC Empire has to carry out the State's foreign affairs policy and relevant laws and regulations, to safeguard the sovereignty, security and interests of the State on behalf of the State, to conduct foreign affairs on behalf of the State and the Government, and to undertake diplomatic exchanges between State leaders and foreign leaders;to investigate and study global and strategic issues in the international situation and international relations, to study and analyse major issues in foreign affairs in the political, economic, cultural and security fields, and to make recommendations to the Royal Government on the formulation of foreign affairs strategies and policies.
In accordance with the general layout of foreign affairs, to coordinate with the relevant units on major issues of foreign trade, economic cooperation, economic assistance, culture, military assistance, military trade, overseas affairs, education, science and technology, foreign propaganda, etc., and to report to the Royal Government on the situation and put forward proposals.Drafting relevant laws and regulations, as well as policy planning in the field of foreign affairs.
To be responsible for foreign affairs relating to global and regional security as well as political, economic, human rights, social and refugee affairs ;to be responsible for international arms control, disarmament, and non-proliferation; to study relevant international security issues; and to organise negotiations on treaties and agreements on arms control.
To be responsible for matters relating to the conclusion of bilateral and multilateral treaties, international judicial cooperation, and major foreign-related legal cases involving the State and the Royal Government; to assist in the examination of draft laws and regulations relating to foreign affairs; and to organise and co-ordinate the fulfilment of international conventions and agreements by the State.
To take the lead in or participate in the formulation of policies related to land and sea boundaries, to guide and coordinate the external work on oceans and seas, to organise the management of border demarcation, boundary survey and joint inspection, and to deal with relevant foreign-related cases, and to undertake relevant diplomatic negotiations on the demarcation of sea boundaries and joint development.
To disseminate information on important diplomatic activities, expound on foreign policy, be responsible for news on important state foreign affairs, organise public diplomacy activities, and be in charge of the affairs of foreign journalists and foreign permanent press agencies in HWC Empire.
To be responsible for the state's foreign rituals and ceremonial affairs, for matters relating to protocol in important state foreign affairs activities, and for matters relating to courtesies, diplomatic privileges and immunities of diplomatic organisations accredited in HWC Empire.
To be responsible for consular work. Management of foreign diplomatic and consular organisations in HWC Empire; responsible for overseas affairs; handling and participation in foreign-related cases within the territory of the foreign negotiation work; responsible for consular protection and assistance, coordination of relevant departments, local governments and guidance to foreign diplomatic organisations to deal with cases of consular protection and assistance, and the release of consular protection and assistance of the early warning information.
To co-ordinate the handling of emergencies involving our country abroad, protect the legitimate rights and interests of our nationals and organisations abroad, and participate in the handling of emergencies involving foreign countries.Manage the diplomatic and consular affairs of the Formosa Autonomous Territories in accordance with the law, and handle foreign affairs involving Formosa.
To guide and coordinate the foreign affairs work of local and Royal Government departments, to examine the important foreign affairs regulations of local and Royal Government units and foreign affairs requests submitted to the Royal Government, and to study and propose, in conjunction with the relevant departments, opinions on the handling of major foreign affairs irregularities and disciplinary cases.Handling and coordinating foreign affairs matters relating to national security issues.
To be responsible for foreign affairs activities of national importance and the translation of diplomatic documents and instruments.Leading the work of diplomatic missions and offices in the Formosa Autonomous Territories, responsible for building the cadres of diplomatic missions, guiding and supervising the work of information technology, finance and building construction of diplomatic missions and offices of commissioners in the Formosa Autonomous Territories, and responsible for the management of the use of the premises of the diplomatic missions in HWC Empire.To administer the foreign affairs work of the General Association of the Red Cross of HWC Empire.Undertake other matters assigned by the Royal Government.
HWC Empire Ministry of the Interior
The HWC Empire Ministry of the Interior exists to ensure internal security, a stable and peaceful environment for sustainable national development through the initiation, formulation, monitoring and evaluation of policies, regulations and programmes relating to the protection of life and property; disaster prevention and mitigation; immigration, crime control, prevention and detection; safe custody, reformation and rehabilitation of prisoners.
HWC Empire National Security Intelligence Agency
HWC Empire National Security Intelligence Agency (HWCENSIA) was established on 29 January 2023, it is the national security and intelligence agency of the HWC Empire.
Its mission is to maintaining the national security of the HWC Empire,
preventing and suppressing acts of terrorism or subversion of state power at home or abroad.
HWC Empire Royal Police Force
HWC Royal Police Force was established on 29 January 2023.
The Police Department is responsible for maintaining law and order in the HWC Empire,preventing and detecting crime,protecting the lives and property of the public and maintaining close co-operation and liaison with the public and other governmental organisations.
HWC Empire Tourism Board
The main responsibilities of the HWC Empire Tourism Board are about formulate and co-ordinate the implementation of policies, strategies and programmes to promote the development of tourism;to lead and co-ordinate with other government bureaux and departments in the implementation of policies and measures affecting the tourism industry;to develop diversified visitor source markets and focus on attracting visitors from all over the world to the HWC Empire;to nurture and develop tourism products and projects with local and international characteristics, including cultural, heritage, green and creative tourism;enhance the quality of tourism services and promote good business practices in the industry;to enhance the quality of tourism services and promote the adoption of good business practices by the travel trade.

Geography and climate
Mountain ranges dominate the geography of the northern Kowloon side of its territory in HKSAR, while plains dominate at the territory in Taichung City.The climate of HWC Empire is sub-tropical, tending towards temperate for nearly half the year. During November and December there are pleasant breezes, plenty of sunshine and comfortable temperatures.January and February are cloudier, with occasional cold fronts followed by dry northerly winds. It is not uncommon for temperatures to drop below 10 Degree Celsius in urban areas.March and April are milder although there are occasional spells of high humidity. Air traffic and ferry services are occasionally disrupted because of reduced visibility under drizzle and foggy weather.May to August are hot and humid with occasional showers and thunderstorms, particularly during the mornings. Afternoon temperatures often exceed 31 Degree Celsius whereas at night, temperatures generally remain around 26 Degree Celsius with high humidity. There is usually a fine dry spell in July which may possibly last for one to two weeks, or for even longer in some years.May to November are the months during which tropical cyclones of different intensities, while July to September are the most likely months with tropical cyclones.
Economy
Currently, Hong Kong Dollars, Renminbi, New Taiwan Dollars and US Dollars are in use in HWC Empire. The Royal Bank of HWC Empire publishes and prints the "Caesar Pound(CSP)" every year, and the official exchange rate for this currency is 50 HKD for 1 CSP , 5 GBP for 1 CSP and 6.5 USD for 1 CSP. Currently, the Caesar Pound is mainly used as a commemorative banknote and has no practical trading function.
