Government and politics
Neptunia is officially a federal state that includes a semi-presidential system, with a semi-direct democracy.
The President is the head of state, while the Prime Minister is the head of government. Each are delegated its own responsibilities by Article I of the Constitution of Neptunia. The President is elected once every 10–12 months, and the Prime Minister is the leader of the largest party or coalition in the House of Burgesses, and is subject to parliamentary confidence. While not explicitly mentioned in the Constitution, the President has, in practice, been responsible for diplomatic affairs, and the Prime Minister is much more active domestically; the President, however, still bears the power to veto (or sign into law) legislation passed by the House of Burgesses, and the Prime Minister manages the parliamentary committees and the federal Cabinet.
The Parliament of Neptunia is the legislative body of Neptunia, which is made up of House of Burgesses, the sole house. The House of Burgesses' responsibilities are vaguely defined by Article I of the Constitution of Neptunia in that it grants the House "the sole power to admit new provinces into the Commonwealth, to initiate impeachment (with 3/4 consent), and shall have the responsibility of drafting federal legislation." The extent to which jurisdiction over certain legislative areas extend to the House of Burgesses under "drafting federal legislation" has been the subject of debate. The House of Burgesses is elected through mixed-member proportional representation once every 2–3 months; the election of which can be initiated by the President.
The Supreme Court of Neptunia is the judicial body of Neptunia. Its function, structure, and powers are described in Article II of the Constitution of Neptunia. The Supreme Court consists of five members, one of whom is appointed by the President, one by the Prime Minister, one by the House of Burgesses, one by "the consensus of state governors," and one by democratic election. The Supreme Court's first opinion was the verdict in The People v. Matthews, which found that Sullivan Matthews, Burgess of Parliament, was guilty of high treason and disturbance of the peace by inviting spammers into the Neptunian Discord server. Because criminal cases are so rare (there has only ever been one instance), the Supreme Court only normally sees cases about constitutional law and civil disputes.
