The president of Neptunia is elected every 10–12 months through a runoff election system, and is the head of state of Neptunia. The president is not bound by any legal authority, including the Constitution, to sustain the confidence of the House of Burgesses (unlike the Prime Minister), and serves an electoral term of one year. Political parties play a major role in Neptunian politics, which often leads to periods of instability in the House of Burgesses and in the presidential office. Because of that, the breaking of alliances between political parties can lead to a large shift in the balance of power and government of the day (such as when the Liberal Democrats broke their coalition with Alliance 21).
When Neptunia was founded, there was no head of state; rather, the duties of the head of state vested in the Chair of the Salvation Council, which functioned as Neptunia's first government. When the provisional government was dissolved in favor of a presidential system, the Chair of the Salvation Council, Raphaël Olivier, was declared Acting President, and the Vice Chair of the Salvation Council, Addison Dillon, was declared Acting Vice President. Olivier's stint as President was very brief, lasting from 7 August 2021 to 15 August 2021, during which time he called for a presidential election to be held on 13 August to replace him. Addison Dillon won the election and was sworn in as the second president of Neptunia on 15 August 2021.
Constitutional role
Under the Constitution, the Prime Minister cannot be, at the same time, the President; this is to ensure that no one person has absolute control in Neptunia. If the Prime Minister wins a presidential election, they must either refuse the presidency or stand down as Prime Minister and make the Deputy Prime Minister the duties of the acting Prime Minister. This has happened once in Neptunian history, when Addison Dillon was set to become Prime Minister but won the 2021 presidential election, and thus had to hand over the reigns of Prime Minister/coalition leader to Renzo Wessels.
The President's powers are spelled out in Article I of the Constitution of Neptunia. The President's main responsibilities are to enforce federal law and to oversee the work of the government. Some constitutional provisions grant the President extraordinary powers, such as Article IV, which grants the President the power to unilaterally make "necessary changes" to the Constitution in the time of great danger to the state, and certain clauses in Article I, which states that the President possesses the veto power and can set the specific date for general elections. In practice, the President has also conducted foreign policy affairs on behalf of Neptunia, acting as the top diplomatic official of Neptunia.
The President is not subject to term limits, and can theoretically serve an infinite number of one-year mandates.
The President is almost equal in power to the Prime Minister, who coordinates the work of the Neptunian Cabinet and manages the parliamentary committees. Because of that, the Prime Minister and the President have always jointly exercised power in practice, making Neptunia somewhat of a diarchy. The Vice President, however, does much of their work in conjuction with the President, which makes for a situation in which the Vice President is subordinate to the President and the Prime Minister is equal in precedence.
