The Chief of the General Staff (CGS) is the professional head of the Dresmian Army. The CGS is a member of the Defence Council and Chiefs of Staff Committee. They also sit as chairman of the Army Board. The post is immediately subordinate to that of the Chief of the Defence Staff who is the professional head of the Armed Forces of Dresmia.

The office is currently vacant.

Responsibilities

The chief is the professional head of the army, and consequently is responsible for commanding the entire Dresmian Army. They are also responsible for the development and generation of military capability and maintaining the fighting effectiveness of the army. The CGS is also a member of the Defence Council and Chiefs of Staff Committee. They also are the chairman of the Army Board, and are responsible for advising on the appointment of its members.

Other responsibilities of the CGS include:

  • Maintaining institutional health of the army,
  • Exercising full command responsibility for army personnel,
  • Ensuring effective governance of the army,
  • Chairing the army board,
  • Developing army capability,
  • Leading senior management of the army,
  • Working with the Defence Council on matters of strategic policy,

Deputies

The CGS is supported by the Deputy Chief of the General Staff (DGCS), who vice chairs the Army Board and fills in for the CGS as and when needed and supports them in their duties. It is common for the DCGS to be a Lieutenant General and of a different regiment to the CGS to help maintain the authority of the CGS and to broaden the experience of the Army Board.

The Chief of the General Staff is also supported by the Army Sergeant Major (ASM) - the senior-most enlisted soldier in the army. The Army Sergeant Major ranks at Warrant Officer Class 1 (Regimental Sergeant Major) and acts as the voice of the enlisted soldiers to the Army Board and ensures they are considered in policy decisions made by the board. The ASM also acts as an enlisted advisor to the commissioned officers leading the army. Usually the ASM has a background in regimental or garrison command staff and usually has experience working with senior officers.

History

The role of Chief of the General Staff is the oldest army-specific role in the Dresmian armed forces. Being established on 21 August 2024, it was created by the same royal order that implemented the foundation of the armed forces generally and the army. The order instituted the office as the senior-most office in the Dresmian Army and responsible for the branch's overall administration. The order also secured the chief as the chairman of the Army Board - the governing body of the army.

Appointment

The CGS, as the senior-most commander of the army, is appointed by the monarch - who serves as the commander-in-chief of the armed forces. As a result the CGS serves at the monarch's pleasure. It is customary that when a Chief of the General Staff is dismissed, retires or steps down, their deputy will be promoted to chief. If it is not the Deputy Chief of the General Staff who replaces the outgoing full chief, then it is usually another senior general belonging to the army board.

Upon assuming office, it is customary for the incoming officeholder to introduce themselves to the Chief of the Defence Staff ands outline to them what their goals for the army are for while they are in office. Additionally, they are promoted to the rank of four-star General if not already at this rank upon their appointment.

Usually the post of CGS is the final post of the officeholder before retirement or discharge from the army unless they are promoted to Vice Chief or Chief of the Defence Staff before the expiration of their term in the army.
