The Chief of the Defence Staff (CDS), alternatively known as the Chief of Defence, is the professional head of the Dresmian Armed Forces and is the senior-most military advisor to the government of Dresmia, and the senior-most uniformed military officer in the armed forces.

The chief of defence is a member of the defence council. The monarch, who serves as commander-in-chief, de jure chairs the council, but it is common for the CDS to chair the council on the monarch's behalf. Additionally, the CDS is the chairman of the chiefs of staff committee and is a member of the defence board.

The office is currently vacant.

History

With the creation of the armed forces on 21 August 2024, King Luke I recognised the need for a non-royal office to command the armed forces. Consequently, the role of CDS was written into the royal order used to create the armed forces. As a result, the posting was created alongside the armed forces. The order creating the posting outlined the position, its duties and the appointment process for the office.

Appointment

The chief of the defence staff is appointed by the monarch and serves at their pleasure. The office of CDS is usually the last posting officeholders are appointed to before they retire.

It is customary for a member of the defence council to be promoted to the office of chief of defence - usually the Vice Chief of the Defence Staff is selected or the branch that retains control over the post rotates when a vacancy occurs.

Responsibilities

The duties and responsibilities of the chief of defence include:

  • Leading on defence policy,
  • Setting defence strategy,
  • Planning for future development,
  • Conduct of current operations,
  • Leading relations with foreign armed forces,

Other duties of the CDS may be devolved on them by the government. They also conduct other command and ceremonial duties necessary of a commissioned officer.

Deputy

The CDS is supported in their role by the Vice Chief of the Defence Staff (VCDS), also known as the Vice Chief of Defence. The VCDS deputises for the CDS and acts as the vice chair of the chiefs of staff committee. The VCDS is usually an equivalent rank but different branch to the CDS or the rank immediately below and the same branch.

The vice chief of defence is also appointed by the monarch.

Privileges

While in office, the CDS is granted the privilege of direct access to the monarch due to their position as the government's chief military advisor. As part of this concession, it is common for the chief of defence to be appointed an ex officio member of the privy council for the duration of their term.

When the CDS retires, it is also customary for the outgoing officeholder to be granted a peerage or a senior national honour as a reward for their service to the state and the armed forces. Additionally sometimes an outgoing CDS can be permanently appointed to the privy council and retained as a defence advisor to the government depending on their experience in the armed forces.
