The Lord President of the Privy Council, sometimes alternatively known as the Lord President of the Council, is the presiding officer of the Privy Council of Dresmia. The office is seen as one of the great officers of state due to their role in relation to the monarchy and the government. The lord president is seen as the chief administrative officer of the privy council.

The Lord President usually attends and is responsible for chairing the meetings of the Privy Council when the monarch is not chairing them, in addition to presenting business for the discussion of the council and consideration for approval of the Sovereign. They are also the senior-most member of the council after the monarch. The lord president is also an officer of the government due to their seniority in the council.

The Lord President is supported in their duties by the Clerk of the Privy Council.

The office is currently vacant.

History

The lord presidency is the second oldest Dresmian office after the monarchy. The privy council was created by royal order of King Luke I on 20 August 2024. The order outlined the role of the lord president of the council and established it as an office within the council.

The office's status in the council and the government was established by the royal order.

Responsibilities

As an officer of the privy council, the lord president has some additional duties and powers on top of their role as a privy councillor in which they advise the monarch.

The usual functions and powers of the lord presidency includes:

  • Preside over privy council meetings,
  • Requesting the monarch calls special or emergency sittings of the council,
  • Approving draft Orders-in-Council for the monarch's reviewal,
  • Approving recommendations of exercises of the Royal Prerogative for the monarch's approval,
  • Setting the agenda for privy council meetings on behalf of the monarch,
  • Reviewing and recommending appointments to the monarch,
  • Reviewing royal charters,
  • Drafting commissions for military officers subject to the monarch's assent,

Privileges

The lord president is granted some privileges by virtue of their position. First and foremost, they are granted direct access to the monarch due to their position and seniority in the privy council. Secondly, like other privy councillors, the lord president is granted the style "The Right Honourable" and post-nominals "PC" during their membership of the council.

The lord president is often also granted the authority to renew royal charters on the monarch's behalf. Usually this is done "By His Majesty's Command".

Additionally, the lord president is usually entitled to receive retirement honours and a good state pension. They can also choose to remain a part-time privy councillor upon retirement.

Appointment

Like other privy councillors, the appointment of the lord president is subject to the approval of the monarch. The lord president serves at the monarch's pleasure.

It is expected that the appointee should be a pre-existing member of the council and upon their resignation or dismissal from office it is expected they should retain their membership as a privy councillor. Appointments to the lord presidency are usually done during privy council meetings, with the next meeting then being charged by the new lord president.

If the lord president retires from the office and the privy council after notable service, it is not uncommon for them to be ennobled or granted an honour from the Dresmian honours system for services to the monarchy.
