The Reylan Imperial Triumvirate (also commonly referred to as The Reylan Empire, The Imperium or The Empire) is a territorial European based micronation, with a government based in a landlocked enclave within the United Kingdom. De jure a decentralised imperial triumvirate, the Empire is de facto an absolute monarchy, ruled by the Emperor, HIM Taeglan I Nihilus, who is also its founder.
Current Imperial policy precludes Imperial membership in intermicronational organisations, although the Empire is active in calling for an end to what the Emperor has described as 'frivolous' micronational activities, as well as an open and outspoken opposition to the so-called 'wars' perpetuated by some members of the micronational community. By the standards of many micronations, the Empire is stable, having not had a change of governmental form for over four years. This, combined with a lack of scandals and negative interactions with other micronations has lead to the Empire being considered 'dull' by some; however, the Empire in fact has a highly developed infrastructure, and entertains cordial relations with many micronations within and without the MicroWiki sphere.
History
The First Imperium
The First Imperium was founded on 5 July 2005, after months of planning, by the founding Emperor Taeglan I Nihilus, then ruling under his true name, as Stephen I. The First Empire was a constitutional monarchy, run by the Emperor as head of state, and the Prime Minister as head of government, with a constitution (now lost) written by the two leading figures of the nation. The First Imperium ran for ten months, before the Emperor, concerned that the office of Prime Minister had too much power, made the executive decision to undertake reforms and place the Empire under the governance of a Republic, lead by the Imperial Senate.
The Imperial Republic
Although formally a republic the trappings of Empire were retained, albeit an Empire without an Emperor. The former Emperor was elected unanimously as Chancellor of the new government, and leader of the Imperial Senate. Eight other senators were elected to sit in the senate, representing the interests of the people. The first act of the Imperial Senate was to redraft the Constitution, in order to give the new government a legal foundation. The Constitution of the Imperial Republic was issued formally on 16 June 2006, and with that, the change from Empire to Republic was complete. The Imperial Senate was the first governmental instrument of the Empire to propose the usage of a new currency, which was designated as the dacina, further divided into the decina, the draco and the credit. The new currency saw widespread use between the citizens of the Empire, with transactions between the electorate using the dacina becoming commonplace, most often for craftwork and produce made by the citizens. On 8 September 2006, a proposal was made by the Chair of the Senate to restore the Empire to a monarchical form, with the Chancellor re-taking the mantle of Emperor. The vote on the reformation was taken on 10 September, and passed unanimously, with one abstention (by the Chancellor, who decided that to vote would be inappropriate).
The Second Empire
The reformation vote placed the Emperor back as the head of state and government of the Empire, but the reformation of the Empire would not mean an end to democracy in the Empire. In his first act as Emperor, the Imperial Parliament was established as a means for the electorate to have a formal link in the chain of government. The Imperial Parliament would be lead by the First Minister, and would be comprised of ministers elected to their offices by the electorate. The First Minister would also join the Emperor - and another directly elected citizen - on the Council of Three, a branch of government designed to prevent the other branches of the Government from exceeding their authority. With this new framework in place, the first elections to the Imperial Parliament took place, installing Ministers into the departments, and a monarchical Empire was restored as the governing authority of the Imperial lands. The Constitution of the Reylan Imperial Triumvirate (2006) was written by the Emperor, and ratified by the Council of Three, the Imperial Parliament and the Great Houses.
The establishment of the second Empire allowed the Imperial Government to open up once more to diplomatic relations with other states. Prior to the Empire venturing into the MicroWiki community, treaties and pacts of non-agression were held with more than fifteen different states, some still extant, with others having lapsed due to the death of the nations involved. Overtures were made to all of the main micronational powers, with positive responses being received from many. This period of Imperial expansion was marked by foreign policy developments, and the Ministry of External Affairs, then led by Minister Ochiltree, was for this period one of the most prominent in the Imperial Parliament. The Empire's foreign development culminated in extensive discussions with a United Nations diplomat on the subject of micronationalism, and the Empire in particular.
Elections to the Imperial Parliament were held at the end of the ministerial terms, and most ministers were re-elected, either to their previously held positions or to new positions within the Imperial Parliament. In 2009, the Empire made its first foray into the MicroWiki sphere, entertaining relations with various states. It was shortly after the Empire began to interact with the community that the Camurian War divided the community, prompting the Emperor to issue a call to cease what he described privately as "foolish and pointless" intermicronational wars. The Empire initially remained a member of the community but, after seeing little change in the attitudes of some of the involved micronations, the Emperor announced the withdrawal of the Empire from the community.
The Empire, now not involved in the MicroWiki community, continued to run stably, with elections moving some ministers on, and others remaining in their positions. Relations with other micronations continued to develop, and the Empire gained one of its closest allies, the United Territories, providing a form of advice to its King as it continued to develop.
The Emperor initiated a review of its policy regarding the MicroWiki community following the invitation issued by Alexander Reinhardt for the Empire to send representatives to the 2011 Intermicronational Summit, an invitation which was accepted. The review, one of the last actions of the Imperial Parliament and Council of Three before their suspension pending elections, resulted in the return of the Empire to the community, and the increasing involvement of the Emperor in community events.
2012
The remainder of 2011 following the summit passed almost without incident within the Empire, under the sole control of the Emperor, who began the organisation process for election in January 2012, elections which returned a complete Council of Three, and an all but complete Imperial Parliament. Within days of the conclusion of the elections, the first meetings of Parliament and the Council had been held, and a raft of legislation passed. In addition to the legislation passed, a proposal was made for the overhauling of the Imperial Constitution, a task which was assigned to the Emperor, due both in part to his familiarity with the provisions of the old constitution, and his familiarity with the principles of legislative writing and legal thought, and the project was started under the auspices of the Council as "Constitution 2012: New Law for a New Age". The rewriting of the Constitution would take six months, during which time the Council and Imperial Parliament continued its other work, continuing the legal, social and cultural development of the Empire.
The Empire was also invited to send representatives to the PoliNation 2012 Summit, held in Chelsea Old Hall in London. Although plans were made for two representatives to attend, both the Emperor and the First Minister, ultimately the First Minister was forced to withdraw, and it was the Emperor who attended, delivering a presentation on the politics and law of the Empire, and meeting with many of his micronational compatriots from all over the world. For the Monarch, it was something of a reunion, having the chance to re-acquaint himself with old acquaintances and colleagues such as Crown Prince Jonathan of Austenasia and Premier James von Puchow of Landashir. A meeting with His Highness Grand Duke Niels of Flandrensis involved the final signing of a pre-arranged treaty between the two parties, and negotiations were opened with several other micronations regarding similar arrangements. Shortly before the Summit, on 29 June, the File:Constitution 2012.pdf had come into effect, and the summit was its first outing on the intermicronational scale. Whilst at the Summit, the Emperor was also asked to take part in the GUM sponsored 24 Hour Quorum as a temporary delegate, which he duly did. On 31 December 2012, after negotiations between the Governor of the Oxi Province and the central Imperial Government, the Emperor signed into law the Oxi Independence Decree, which was to come into effect on 1 January 2013, granting the former independent micronation its independence once more. Statements from the Office of the Emperor and the Citizens' Triumvir Sally Higginson emphasised the pleasure felt in the Imperial Government in aiding the resurrection of a suspended independent micronation.
2013
In late December 2012, with elections due to be announced, the Emperor announced the creation by Imperial Decree of the Imperial Arbitration Court, an independent Court for the resolution of intermicronational, interpersonal and intermicronational organisation disputes. The Court, an attempt to bring good law to the micronational community, would also be open for challenges to micronational law, and would give non-binding advisory opinions to those who sought its guidance. The Emperor at the same time announced "Project 2013", a future plan for the Empire, which would come into effect following the elections to be held at the end of January, in conjunction with the newly elected Government. Despite the good intentions of the Imperial Government, thanks to various things - including the changing circumstances of members of the Council of Three - 2013 marked a distinctive low point in activity within the Empire. Although activity was at a low level, it was not non-existent, and there were occasions of note, including the first state visit of an Imperial leader to another micronation, when Taeglan I Nihilus visited Wrythe for the Coronation of Emperor Jonathan I, including the signing of an important document, the Treaty of Wrythe, under which both heads of state agreed to recognise each other's full imperial rank. The Council of Three also met several times, firstly to give their approval to the Minor Constitutional Changes Decree (only a formality as Council approval is not required for Decrees), and secondly to pass the Imperial Honours and Imperial Holidays Bills, instituting a full honours system, and a system of public holidays for future observance within the Triumvirate. The year ended without distinction, with all members of the Imperial Government acknowledging a need for more activity and development in the next year.
2014 and since
The term of the Imperial Government elected in 2013 came to an end on 31 January, and the retiring members of the government were awarded their traditional honours, with two-term First Minister Heslop becoming a Count of the Imperial Order of Reyla, and one-term Citizens' Triumvir Thomas Keene becoming a Lord in the same order. Former Citizens' Triumvir Sally Higginson (predecessor of now-Lord Keene) also became a Lady in the IOR. Due to the perceived lack of activity in the last governmental period, a second emergency ordnance was passed by Imperial Decree, not only extending the Imperial Temporary Governmental Reorganisation Decree 2013, but extending its provisions further, temporarily suspending the Council of Three as well as the Imperial Parliament. At the same time, former First Minister Heslop proposed the creation of a new Imperial province, Nyre, a request approved by the Emperor, who passed a decree establishing the Province and appointing Lord Heslop as Provincial Governor.
Politics
The Imperial System
The Office of the Emperor
The Reylan Emperor is both head of state and head of government of the Reylan Imperial Triumvirate. He retains ultimate authority over the state and its people, but is expected to govern in conjunction with the other two branches of the Imperial Government. The throne is not hereditary, but partially elective, with each Monarch nominating two heirs, who are then decided between by a referendum of the Imperial Electorate. Advised by both the Imperial Parliament and the Advisory Council (an independent body comprised of nominated individuals) the Monarch signs into law all legislation, and sits upon court cases as the final court of appeal in the Reylan Empire. The present Monarch of the Reylan Imperial Triumvirate is HIM Taeglan I Nihilus.
The Council of Three
The Council of Three is the second of the Imperial Governing Authorities. Comprised of three individuals, two representatives of the other two branches of government and one independently elected citizen representative, the Council has an important part not only in legislating, but also in maintaining the balance of power between the branches of government. The three Triumviri, each bearing the style of His/Her Excellency (independent of any other style) are the Imperial Triumvir, who is always the Monarch; the Parliamentary Triumvir, usually (but not necessarily) the First Minister of the Imperial Parliament; and the Citizens’ Triumvir, an independent citizen representative holding no other government position. The Council is currently comprised of HIM Taeglan I Nihilus; HE Mr. Matthew Heslop, First Minister of the Imperial Parliament; and HE Miss Sally Higginson, the Citizens' Triumvir.
The Imperial Parliament
The Imperial Parliament is the third branch of the Imperial Government. Unlike most Parliaments, officials of the Imperial Parliament are elected to their offices as ministers, rather to constituencies. Parliament’s role in the Imperial Government is as the first body through which legislation must pass, as well as being the originator of much Imperial legislation. At the present time, the Imperial Parliament is comprised of two Ministries, and six sub-ministries. The Parliament is formally appointed by the Monarch, and all meetings are public. A term of the Imperial Parliament lasts a year.
Legislation
Legislation Types
Imperial Constitution
The Imperial Constitution is the highest level of Imperial legislation, and no other piece may contradict it. It can be amended by a unanimous vote of the Imperial Parliament and Council of Three, by a referendum of the Imperial electorate, or by Imperial decree. If legislation is believed to be in conflict with the Constitution, a notice of incompatibility is issued and the legislation will be suspended pending review. Constitutional rights are the fundamental rights of the Imperial citizenry. The present Imperial Constitution came into force on 28 June 2012, following a six month review of the former constitution and a referendum of the electorate.
Imperial Decrees
Imperial Decrees are passed solely by the Monarch on their prerogative. They have the same force in law as Acts of Parliament and Council Decisions, but may be used in exceptional circumstances to amend the Imperial Constitution. They may be challenged by a unanimous vote of the Imperial Parliament with the support of the Citizens’ Triumvir, and must always bear the signature of the Monarch, even during an Imperial Regency.
Council Decisions
Council Decisions may be passed with the unanimous support of the Triumviri, and have the same force in law as Acts of Parliament and Decrees. They must bear the signatures of all Triumviri, and may be challenged by a unanimous vote of the Imperial Parliament. Proposals for Council Decisions may be proposed by any of the Triumviri, or sponsored attendees of Council meetings.
Acts of Parliament
Acts of the Imperial Parliament are passed by a simple majority vote of the Parliament under the Ordinary Legislative Procedure or the Extraordinary Legislative Procedure. Before being passed to the Council of Three, an Act must bear the signature of the First Minister. Acts may be proposed by any Minister of the Imperial Parliament, even if the subject of the act falls outside their remit. Acts deemed contradictory to the Constitution shall be suspended pending an official investigation, and if Parliament is laterally divided between supporters and non-supporters of an act, the act shall be passed to the COuncil of Three for further consideration before being returned to Parliament for resubmission.
Petitions of the Imperial Electorate
As part of the Empire's commitment to both representative and direct democracy, it is possible for the citizens themselves to change laws under the Petitions of the Imperial Electorate system. If a petition bearing the signatures of 25% of the Imperial electorate is presented to the Imperial Government, it shall be presented to the Parliament for consideration. If a sufficiently precise petition bearing the signatures of 50% of the Imperial Electorate is presented, it shall proceed to the Imperial Parliament as an actual Act of Parliament and proceed accordingly. A petition which is written to the standard expected and bearing the signatures of 75% of the electorate shall have the same force in Imperial law as an Act of Parliament.
Legislative Procedures
Two distinct legislative procedures are used within the Triumvirate: one regular, the other irregular. Both are equally valid in Imperial Law, but each entails a different process to pass legislation.
Ordinary Legislative Procedure
The Ordinary Legislative Procedure (OLP) is the regular process used to pass legislation within the Reylan Imperial Triumvirate, used to pass Acts of Parliament and Petitions of the Imperial Electorate. Once legislation has passed through the Imperial Parliament by a simple majority vote, it is passed to the Council of Three, who vote on it. If it is approved, it is passed straight to the Office of the Emperor for approval. If the Council rejects legislation, it is sent back to Parliament with comments from the Council, to begin the procedure again, or be shelved. Certain legislative changes require total unanimity under the OLP.
Extraordinary Legislative Procedure
The Extraordinary Legislative Procedure (ELP) is an atypical legislative procedure, used to pass Acts of Parliament without the approval of the Council of Three. Acts passed under the ELP require a unanimous vote in the Imperial Parliament, following which they are sent straight to the Office of the Emperor for assent. The Council may challenge legislation passed under the ELP at any point, at which time, the legislation in question is presented to the Imperial electorate for a binding referendum on it. The ELP is rarely used, and legislation passed under it must be marked as such.
Foreign relations
The Empire recognises and entertains relations with a variety of micronations. Some of these are recognised de facto, and others by treaty and compact. Few micronations were recognized de facto, and those that were are appointed by Imperial will. Appeals can be made by the Imperial Parliament for or against de facto recognition, but the Imperial Government is in no way bound to assign this status, which is seen as an honour to any so appointed nations.

Geography
The Marimear
The Marimear is the capital province of the Empire, forming the majority of the Imperial territories. Landlocked by the United Kingdom, The Marimear serves as the governmental capital and centre as well as the seat of the Emperor. The Marimear has no governing body of its own, as it is an Imperial Province, rather than a region. Although designated as the capital province, The Marimear has no particular special status within the Empire, merely the acknowledgement given to it that it remains the prime Imperial territorial claim. The Marimear is the largest of the Imperial territories, both by area and population, and has been given the name "Heart of the Empire" by the Imperial Media. The Marimear has a clearly defined microclimate and can experience notable meteorological differences within its surrounding area and even, under certain circumstances within its borders. Although important as the Capital Province, the full government rarely meets in The Marimear, and most governmental activity is conducted externally.
The Northern Territories
The Northern Territories are a small plot of land held by the Empire to the north of The Marimear. The Northern Territories, like The Marimear, are held as a Province of the Empire, having no governmental body of their own.
Military
As a pacifist micronation, the Empire has no military and sees no immediate need for the establishment of one, although mechanisms are in place through the Imperial Executive Orders for a military force to be established to fall within the Empire's current command structure. The Executive Order in question would be issued by the Office of the Emperor on the advice of the Imperial Parliament and the Imperial Intelligence Network. It is considered generally unlikely that this order would ever be issued, and given the monarch's dislike of so-called micronational warfare, it is unlikely it would ever be issued against a micronational power. The order is retained as a residual security power, and is one of the few executive orders that are actively made public.
Economy
Currently, the Imperial Currency Unit (ICU) is not in circulation, on the advice of the Ministry of Finance. As such, the Imperial economy is inactive at the present time. Previous Imperial economies have achieved success, with Imperial currencies being exchanged in return for services rendered. Because of the nature of the Empire, the Imperial economy is founded on services and occasional craftwork. The Empire was previously locally renowned for its information brokerage services, both on a private and public level, and formerly much of the Empire's income was derived from funds garnered from information gathering. In more recent times, the majority of the Empire's funding is derived from private finance, donations and other private funding methods. The Imperial Constitution makes provision for taxes to be levied on individuals, organisations and businesses within the Empire, although present governmental policy is against this.
Imperial Organisations
Imperial Science Institute
The Imperial Science Institute is a semi-independent governmental organisation operating under the auspices of the Ministry of Science. The ISI serves as the national laboratory of the Empire and is charged with performing research beneficial to the Empire, its electorate and the world as a whole. It works closely with the Ministry of Science, Health and Environmental Affairs; and provides official scientific advice to the Imperial Government. It is run by the Director-General, who leads the Directorate and is responsible for the day to day operation of the organisation, also acting as its chief spokesperson.
Imperial Charities Commission
The Imperial Charities Commission (founded as the Knights of Life) is the Empire’s primary charitable organisation, coordinating Imperial responses to appeals, granting charitable status to applicant organisations and allocating Imperial resources to charitable projects. The Commission also organises fundraising events within the Empire for various charities and causes. It is lead by a Commissioner, who is answerable to the Minister of Internal Affairs.
Office of Imperial Preservation
The Office of Imperial Preservation is the body charged with protecting the social and cultural history of the Empire, under the supervision of the Ministry of Culture, Sport and Leisure. The Office is responsible for the keeping and maintenance of the Imperial Records and Archives, and for making the same documents available to the Imperial public. The majority of documents can be accessed by submitting a request to the Imperial Government; however, some documents, such as the Imperial Constitution, are freely available without request to both citizens and non-citizens.
Imperial Media
Imperial Audio Network
The Imperial Audio Network is the oldest of the media services, and has been running more-or-less continuously since the foundation of the Empire. Many of the early programmes on the IAN are either lost or in the process of being re-made, and so at the moment, the Network is semi-suspended and in a state of inactivity.
Imperial News Network
The Imperial News Network provides citizens with a quick and easy method to keep up with goings on within the Empire. Comment can also be found by Imperial Officials on events outside the Empire, as well as on national and international events and occasions.

Flora and fauna
The Empire has a wide variety of flora and fauna, Within The Marimear, a wide variety of forest, grassland and aquatic wildlife can be found, including such rarities as the European water vole (Arvicola amphibius), European nightjars (Caprimulgus europaeus), red Squirrels (Vulgaris leucourus) the goshawk (Accipiter gentilis and even occassional sightings of the eurasian otter (Lutra lutra). The Northern Territories have their fair share of rare wildlife, such as the wildcat (Felis silvestris), the golden eagle (Aquila chrysaetos) and the pine marten (Martes martes), and as a largely moorland territory has a wide variety of game creatures.
Awards and decorations
Like many nations, the Empire maintains a system of honours, albeit in a rather idiosyncratic manner. Most nations maintain chivalric orders, with varying degrees to be awarded. In monarchical nations such as Great Britain, there is another level, that of the landed peers, Earls, Lords, Barons and so on. Within the Empire, all titles are within one of three orders, the sovereign of each is the Emperor, although it is important to note that no Imperial Honour is hereditary. Ranks of all three orders may be conferred upon foreigners, although foreign recipients are referred to as "Stranger" members. A foreigner who receives a Lordship in the Imperial Order of Reyla, for example, will be referred to in any future Imperial communication as "Stranger-Lord X". The honours system was enacted by the Imperial Honours Act 2013 (Reference ID12082012/A). The three Orders are divided into two distinct levels:
Peerage
Imperial Order of Reyla
The Imperial Order of Reyla (IOR) is awarded by the personal gift of the Emperor for meaningful service or sacrifice to the Empire or the Imperial cause. Constituting the peerage of the Empire, the IOR is first in the order of precedence and the titles of the ranks within it are reflective of its nature.

Order of the Rising Dawn
The Order of the Rising Dawn (ORD) is the gift of the Council of Three, awarded for service to the Council or the Empire in general. Members of the ORD come second in the order of precedence, after the IOR and before the OG. An award of the ORD may be made at any point, by uanimous vote of the Council of Three. It is possible for individual Councillors to lodge objections to proposed awards, and these may stall or even prevent entirely awards taking place.

The Order of the Green is the award given by the Imperial Parliament, and comes third in the order of precedence, after the IOR and the ORD. An award of the Order of the Green may be made at any point, by a simple majority vote of the Imperial Parliament.
