Lukous is a city in the Republic of Phillip that is completely surrounded by the United States. The city is technically landlocked but has access to the Tampa Bay through a canal. It is located in Greater Lukous Region to the north of Traqueto. The city was originally classified as a district under Phillip's constitution, but was reclassified on 12 April as a city by the "Regional Restructuring Act".
Lukous is home to the 1st Phillip Fleet, which is the only fleet in the Phillip Navy. On 7 March 2023, the city was expanded to include a nearby canal that was important during the Invasion of Traqueto.[1]
Geography
Lukous is landlocked and completely surrounded by the United States. The city is only about two meters above mean sea level, which makes it susceptible to flooding.
The city consists of a residential property, a nearby pond, and a canal that was used during the Invasion of Traqueto.
Demographics
The Ministry of Citizenship states that the population of Lukous is four people, all of which are members of former Vice President Luke Fitzgibbins’ family. 100% of the city is Caucasian and either follows the Church of Phillip or Christianity. The only language spoken in Lukous is English.
75% of Lukous has registered with the Butter Butta Bentley Party. Residents are represented by the Butter Butta Bentley Party and Independent politician Cooper Norfolk in the National Assembly of Phillip.

Flag
According to Lukous founder Luke Fitzgibbins, the flag is meant to represent the pond that takes up most of the city, as represented by the black circle in the middle of it.
