Orenburg (Russian: Orenburg, Orenburgian: Arinbur, Esperanto: Orenburgo), officially the Duchy of Orenburg (Esperanto: Orenburga Duklando, Russian: Orenburgskoje Gercogstvo, Orenburg variant of Russian: Arinburska Hercogovŝina), was a micronation located in Europe. It resided inside the borders of Russia.

History

A proposal to create a micronation inside Orenburg province was made by the future Duke of Orenburg in 2007. After some close friends got involved, the Duke of Orenburg decided to prepare for the creation of the Duchy of Orenburg. The Duchy of Orenburg Creation Decree was signed on June 26, 2010. Thus, this was the date the state is officially established.

Territory

Officially the Duchy of Orenburg claimed all the territory of Orenburg province of Russia. However, Orenburg and little part of Orenburg province were under the Duchy control.

Languages

The only official language throughout the country was Russian. English and Esperanto had co-official status throughout the country. As mentioned in the Creation Decree

If at least 60 per cent of region population uses the particular language it becomes co-official in this region. If the language is co-official in more than 60 per cent of regions or if more than 60 per cent of country population uses the language it becomes co-official throughout the country.

Russian language in the Duchy of Orenburg officially used Latin script. However, Cyrillic script was not totally abolished.

The status of the Orenburg dialect of Russian was disputed.

Duke of Orenburg status

The Duke of Orenburg was the state head the maintainer of supreme power in the Duchy of Orenburg. The laws of Duchy of Orenburg and Ducal Decrees only came into force when signed by the Duke of Orenburg. He could assign and discharge the members of the Government, the Ambassadors etc. All the functions and status of the Duke of Orenburg were described in the Creation Decree.

Parliament

The Duchy of Orenburg had no stable parliament. However, if there wasn't any possibility for Duke and Senior Adviser to rule the state, the National Assembly was elected and it functioned as a Parliament. It also elected Senior Adviser of the Duke (head of government) if 3 candidates in a row suggested by Duke aren't eligible, refused or weren't appointed/accepted by the Government.

There were 200 seats in National Assembly. 20 of them (National Assembly Presidium) are elected by Duke, Senior Adviser and/or Government. Others are elected from all the citizens of the Duchy of Orenburg.

The election of National Assembly never occurred in the Duchy of Orenburg.

Criteria for National Assembly (not Presidium) member

  1. Being a citizen of Duchy of Orenburg at least for a week before election
  2. Being at least 16 years of age
  3. Declaration of will to participate.
  4. Having suggestions of decisions to be reviewed by National Assembly

All the decisions of National Assembly were later reviewed by the Government and the Head of State.

Government

The Duchy of Orenburg Cabinet of Ministers ‑ the Government (Russian: Kabinet Ministrov - Pravitelıstvo Orenburgskogo Gercogstva) was the governmental body of the Duchy of Orenburg. All the governmental structure heads were elected within these bodies and must be appointed by the Senior Adviser and the Duke of Orenburg.

The head of Government was the Senior Adviser of the Duke of Orenburg. The head of Duchy of Orenburg Cabinet of Ministers was Nicolas Ivanov (Russian: Nikolaj Ivanóv, Esperanto: Nikolao Ivanov)

National Symbols

The Coat of Arms was accepted by Duke on August 10, 2010, one day after project submission. The same day the new national motto was accepted: Freedom, Serenity, Sovereignty.
