The Arstotzkan State Central Bank is the central bank of the Arstotzkan Union. The ASCB was established in 2022 by the Finances Act 2022. The Arstotzkan State Central Bank is currently under the powers of General Secretary and Second President Wesley von Dookington. Originally the powers over the Arstotzkan State Central Bank were vested in the hands of the Chairman of the Department of the Interior, however after the inauguration of Wesley von Dookington as the Arstotzkan Union's 8th Vice President, Von Dookington was given the office of General Secretary of the Arstotzkan State Central Bank.

The Arstotzkan State Central Bank is considered the most powerful in the New Zealand micronational area, as it is the only functional central bank besides the Reserve Bank of New Zealand. The Arstotzkan State Central Bank not only controls the function and use of the Arstotzkan Union's central currency, the Arstotzkan Credit, but it also overseas its use among the member states of the United Micronations Treaty Alliance as the Arstotzkan Credit has become the centralized currency for all UMTA member states.
