The Youth Support and Development Council (YSDC; Filipino: Konseho para sa Suporta at Pag-unlad ng mga Malabansa ng Kabataan), also known as SNCU-YSDC and formerly the Hesminia Commonwealth of Nations, is an intergovernmental subsidiary organization, an institution of the Santo Niño Cooperation Union (SNCU). It focuses on mentorship, political awareness, and collective growth among micronations governed by individuals aged 18 and below, particularly those without a clear governmental structure, and those seeking to promote leadership skills and international cooperation. It was established on September 28, 2024, through the ratification of the Treaty of Melascoville. The YSDC is headquartered in Xeniria, the capital of the Empire of Hesminia.

History

The Youth Support and Development Council was originally established as the Hesminian Commonwealth of Nations in July 2023. It was founded by Emperor Xiaen through separate treaties and agreements with other micronations that wished to become crown dependencies of the Empire of Hesminia. As of January 2024, it had gained over 70 members. Factors contributing to its growth included the lack of a constitutional basis, which led to some instability throughout the Commonwealth.

On September 22, 2024, Emperor Xiaen and King Jerold I launched "Project 025," which was initially confidential. On September 27, Jerold I revealed the project. A day later, Hesminia joined the Santo Niño Cooperation Union (SNCU) and signed Resolution No. 3 and the Treaty of Melascoville. This marked the establishment of the Youth Support and Development Council (YSDC), succeeding the Hesminian Commonwealth. Former members of the Hesminian Commonwealth became members of the YSDC, and Xiaen was elected as its first president.

The Office of the Secretary-General of the SNCU declared Balzi, Curimae, Hesminia, Renderfeit, Ruslabya, and Vurmond as mentors, forming the Group of Six through Executive Order No. 4. However, Arlandica and Okasakawa reserves the right to substitute any mentors when needed.

Purpose and Goals

The primary purpose of the YSDC is to promote political awareness and engagement among individuals aged 18 and below, encouraging them to actively participate in their nations' governance and diplomatic efforts. The YSDC mentors seek to support micronations that lack a clear governmental structure. Through collaborative initiatives, the YSDC focuses on collective growth among its member states, facilitating knowledge exchange, resource-sharing, and capacity-building programs.

The YSDC aims for 70% of all members to achieve stable governance based on basic measurements provided by the president, ensuring that typical micronations can govern effectively.

Structure

The structure of the Youth Support and Development Council (YSDC) are defined by Article 2 of the Treaty of Melascoville.

President

The President of the Youth Support and Development Council serves as the head of the organization. Any YSDC member is eligible for the position of President and has the right to nominate a candidate. The President serves a one-year term from the date of election. The term of office is renewable, and the President may be re-elected at the end of their term. A majority vote of the member states can remove the President from office if they fail to fulfill their duties or engage in conduct detrimental to the YSDC's interests.

The powers of the President include:

  • Opening and closing mentorship meetings and discussions.
  • Providing instructions and learning materials to Group of Six mentors.
  • Mediating conflicts and issues among member states.
  • Bestowing honors, grants, and awards.
  • Participating in or hosting events involving the organization.

The President provides monthly reports to the Secretary-General of the SNCU.

As of June 2024, Xiaen is the current President.

Group of Six

The six members serve as mentors in key areas of nation-building. An additional two members serve as their substitute. Each mentor is represented by their head of state or a designated representative who will provide guidance and expertise.

Principal Council

The Principal Council includes the Group of Six and all members of the YSDC. Mentorship takes place in a Messenger chatroom.

There is no exact number of members due to inactivity of some. However, an initial list of members has been recorded by the Mentor for Population Management. Prior to the formation of YSDC, the Hesminian Commonwealth had at least 70 micronations.

Membership

The Youth Support and Development Council maintains an "open-door policy," where membership is open to all micronations, regardless of their form of government or geographical location, provided they are willing to promote youth development, uphold the principles of cooperation, and commit to the goals of mentorship and nation-building.

The following are the membership procedures:

  1. Applicants shall submit a letter of intent to the President, stating their commitment.
  2. The President shall approve or reject the letter of intent.
  3. Once approved, the President shall announce the new member on all media platforms.
